Partnering – The starting point • Attended seminars and talked to others alreadyinvolved in Best Value project delivery- learned from their experiences. • Sought expert advice and outside facilitators. • Informed Management and Members and sought approval in principle. • Identified a Pilot Scheme. New Deal for Schools - Pilot Partnering Scheme

The Pilot Scheme • New Deal for Schools - £3.57M grant for new build and refurbishment at 3 school sites. • Grant awarded August 2000 - available until March 2002. • 19 Months to plan, design, construct - including one summer holiday for extensive interior refurbishment. • Member approval to adopt 2 Stage partnering route was obtained in September 2000. Project Objectives • Deliver the brief for the NDS Scheme: • 3 Projects on 2 sites • Mix of new build / extensions / repairs • Fixed budget and spending profile • Use the project as a Pilot for Partnering within Rotherham MBC • Expose RMBC staff to Partnering • Learn from the experience • Establish a way forward for future schemes New Deal for Schools - Pilot Partnering Scheme

  8. Major issues facing the team • New £500K Nursery Unit needed to replace existing unit. Designed and built in 6 months from a standing start. Then another added on another site! • Design for £1.3M new build block 25% over cost - redesigned in new location on the site - saving the cost of temporary units • Increased scope of refurbishment work over the 2001 summer holiday- delays to opening - lessons learned- but everyone pulled together! Benefits realised with Partnering • Early involvement of contractor assisted in cost planning and programming to meet a tight timeframe • Process allowed greater understanding of other parties issues and share goals and objectives • Problems discussed openly, without fear and without affecting the progress of the works • No major disputes or contract claims • Able to incorporate additional works into the overall programme with no additional cost premium • Satisfied end users who were involved throughout process New Deal for Schools - Pilot Partnering Scheme

What did we achieve? • Completed on target at the end of March 2002. • Within budget - additional funding obtained for enhancement works • Achieved all functional requirements of the brief. • Incorporated an additional 200sm of teaching space into a new build block at Brinsworth • Achieved Demonstration Project recognition from the Movement for Innovation • Significant learning opportunity for the whole team • No major disputes or contract claims • Effective cost management through collaboration New Deal for Schools - Pilot Partnering Scheme

Lessons Learned • Allow more time for briefing, consultation, surveys and design work • Ensure that budgets are realistic and achievable • Involve contractor in the brief and initial design stage • Clarify roles, responsibilities and decision making process • Clarify decision making process • Ensure adequate resources for all parties • Improve management and involvement of supply chain including site operatives • “Right first time” is the only way to ensure quality New Deal for Schools - Pilot Partnering Scheme

Recommendations – Where are we now? • Rotherham MBC accepted the Scheme as a successful demonstration of Partnering and agreed to apply the lessons learned to future Partnering Projects • Legal /Audit encouraged Housing to follow the same process – Over £40M of Housing refurbishment works currently underway on a Partnering Basis • Other education schemes successfully delivered through use of Project Partnering • All completed projects reviewed and lessons recorded • Council has established Strategic Partnering agreements with 6 consultants and 11 contractors New Deal for Schools - Pilot Partnering Scheme

The Scope of the Partnership • All building construction work commissioned by RMBC Economic and Development Services on behalf of the Council • It does not include - • occasional work for external clients (e.g. schools) • occasional specialist projects (e.g. CCTV) • responsive repairs and maintenance work (?) • work on Council houses (?) • PFI or PPP projects.
