  2. Business Strategy The JNTC JMO intends to leverage, wherever possible, existing programs, capabilities, infrastructure, and personnel. With regards to contractors and contract vehicles, every effort will be made to use existing contracts where scope is available, particularly in the near term. Partnerships will be actively sought with other government activities having expertise in JNTC task areas. Support can be categorized: • Internal government support – The JMO has work and sends it to an internal JFCOM/JWFC organization for implementation (e.g. the Sim/C4 Group for modeling or systems engineering support). • Internal contractor support – JFCOM/JWFC has organic contractor expertise; work is sent to existing contractors. • External government support – JFCOM/JWFC has no organic capability; work is sent to a Service or agency. • New contractor support – JFCOM/JWFC has no organic contractor expertise within existing contract vehicles or scope; work is competed for new government contractor support.

Program Management Leadership and Incentives • Provide joint and Service leadership in development of JNTC roadmaps, architectures, and investment plans. • Provide a process for JFCOM to fund Service implementations of joint training solutions. • Address the need for JFCOM and the Services to collaborate on program investments. • Implement accreditation and certification practices. • New contract support will be obtained through a dynamic competitive acquisition process.

Program Management Highlights • Developed Joint Requirements process coordinating JFCOM, Service and Agency planning, ensuring that investments are not duplicative and are interoperable, while supporting program needs • Established Joint working forum getting operational, technical and program planners to talk. • Supported program concept development leading to MID 906. • Established JNTC staffing plan and integration into JFCOM. • Established inventory, configuration management, financial, facility requirements, and requirement validation board. • Leading JFCOM in Joint Tactical Task operational and systems architecture including training support design. • Developed Congressional Report, Implementation-Plan, and Program Execution Plan. • Established improved processes within JFCOM for cross-directorate coordination. • Established common environment between Joint Experimentation Distributed Continuous Experimentation Environment and JNTC.
