DoD CSLC Objectives • Implement National Space Policy • Encourage and facilitate commercial space • Continue to support Warfighter as first priority Excess Capacity Direct Costs Federal – Commercial Partnerships Federal – Commercial Partnerships • Green = Supported by current law • Red = Limited by current law Volume I Shared Facilities & Services Volume II Private Sector Contribution Clarify/Align Law to Support Com’l Partnerships

What CSLC Will Provide Contribution Project Example - XY Building Shared Services Project Example – Xenon Lights • CSLC clarifies intent/ability of Title 10 to implement National Space Policy • Lower range costs • Increased range capacity • Expanded use • Benefits for Commercial Space Industry • Increases access • Reduces costs • Enables “smart business” • Benefits for DoD • Fair sharing of costs • DoDretains control of assets

  6. Current Status • Required modificationto address CBO “scoring” concerns • Adding requirement for appropriation of funds contributed by non-federal entities • With Congress in recess, final NDAA delayed but is likely to include CSLC provisions • FY13 NDAA still under consideration
