Key lessons learnt from PPM&E course 1-Facilitating in theoretical approach: • a- Tools of stakeholder analysis: ( GOPP, RAAKS, Venn Diagram & DFID). • b- Participatory tools & Techniques: ( Rich picture, Matrix analysis & issue analysis). • c- Differentiation between different concepts: ( i.e. M. system and M. plan etc). • d- Situational Analysis • e- Participatory approaches: (from PRA to PLA) . 2- Facilitating in Practical approach (Action Plan): • a- Greater emphasis on participation: (not only in planning but also in M&E and briefly in whole project cycle ). • b- Facilitation • c- Scientific M&E system: (Pre-requisites & foundations for establishing an M&E system).

  4. Objective( Action Plan):“Developing an improved M&E system coinciding with impact assessment of the Project”. For achieving this objective following areas demand more attention: • Detailed analysis of project’ M&E system for making it more effective & flexible. • Project’ impact assessment through evaluation of set performance questions and Indicators. • Improved stakeholders’ participation in all the phases of project cycle. • Enhanced capacities of regional & district teams through PPM&E trainings.

  6. Major Constraints • Question of active participation of all stakeholders. • Agreement of donors for reviewed M&E system. Efforts for resolving problems: • Information sharing meetings with donors / stakeholders regarding flaws in existing M&E system. • A brief presentation regarding comprehensive M&E system and project impact assessment. • Discussion regarding advantages of improved and flexible M&E system. • Strong liaison with stakeholders. • Emphasis on greater participation of stakeholders through highlighting its importance in project activities.

M&E of Action plan: • Through monthly meetings with monitoring staff. • Quarterly reviews with all stakeholders. • Analysis of field visit reports of monitoring activities. • Analysis of quantitative & qualitative data. Key Evaluation Questions: • To what extent stakeholders actively participated in M&E system’ establishment and its implementation? • What are the key advantages of new M&E system? • To what extent project’ objectives have been achieved by applying new M&E system? • Does improved M&E system facilitating in impact assessment of the project?

Information needs & Indicators: • Percentage of stakeholders participated in M&E system establishment. • List of M&E activities developed / improved. • Percent of stakeholders participated in implementation of M&E’activities. • Extent of the project outcomes/ results. • Relationship of M&E system with project’ sustainability. - No of trainings provided to community members - Relationship of stakeholders - Capacities of Monitoring staff - Capabilities of community people Resources: • Financial resources • Human resources in terms of commitment of all stakeholders and their strong participation.
