  1. Post-Combustion Capture Forum Bipartisan Policy Center Amy Ericson October 8, 2009

  2. Agenda • Who is Alstom • CO2 capture technology and application update • Policy Challenges • Q&A

  3. The Alstom Group: a worldwide leader in its activities • Total orders 2008/09: $35 bn* N°1 in hydro power N°1 in integrated power plants Transport Power Recent acquisition of wind power N°1 in conventional nuclear power island Note: At exchange rate of 1€=1.42US$ Coal, Gas, Hydro, Nuclear, Wind = Full Power Systems Portfolio N°1 inair quality control systems N°1 in services for electric utilities

  4. Alstom in the United States

  5. Agenda • Who is Alstom • CO2 capture technology and application update • Policy Challenges • Q&A

  6. 27 Overview of potential role of CCS Power CO2 reduction options Electricity-related CO2 emissions Reference scenario Technology mix + Efficiency (demand and supply) CCS Stabilization path GT CO2 More CCS (Retrofit and New), Nuclear, Efficiency, etc. 450 ppm / +2°C max Needed path: Scientific Community Target Source: Alstom, adapted from IEA WEO 2006 Under this scenario, 2 GtCO2 avoided is needed through CCS to stabilize emissions by 2030

  7. CO2 Capture Solutions Power Plant with CO2 capture SOLUTIONS DEVELOPED BY ALSTOM Oxy - combustion Pre - combustion Post - combustion (New + retrofit ) (New only) (New+retrofit) Source: Vattenfall Source: Vattenfall Source: Vattenfall Source: Vattenfall CCS solutions must adapt to installed base

  8. Chilled Ammonia ProcessTechnology Overview Principle • Cooled flue gas is treated with ammonium carbonate in solution, which reacts withCO2 to form ammonium bicarbonate • Raising the temperatures reverses the above reactions – releasing pressurized CO2 • Advantages • Energy-efficient capture of CO2 • High CO2 purity • Tolerant to oxygen and flue gas impurities • Stable reagent, no degradation possible, no emission of trace contaminants • Low-cost, globally available reagent Source: Alstom A promising technology!

  9. Advanced Amine ProcessTechnology Overview Principle • Flue gas is treated with aqueous amine solution, which reacts with CO2 • At raised temperatures CO2 is released and solution recovered for re-use Advantages • More efficient capture of CO2 • Higher tolerance against oxygen & trace contaminants • Lower solvent degradation rates, leading to: • Lower consumption of chemicals • Lower emissions of degradation products • Lower production of effluents and waste Source: Alstom Exclusive partnership with world’s largest supplier of Amines Source: Alstom

  10. Main Partnerships & Projects Portfolio * Project will include carbon sequestration In commissioning/operation Revised: September 2009

  11. Chilled Ammonia ProcessField Pilot at We Energies Validation Pilot Program Project participation through EPRI by 37 US and international utilities Designed to capture 1,600 kg CO2/hour Operations commenced in June 2008 Over 7,000 hours operation Achieved 90% capture in continuous operation at full load Empirical data collected from pilot to date supports “proof of concept” Initial data on steam and electrical energy consumption is consistent with expectations Pleasant Prairie Power Plant (“P4”) A great technical success! CO2 Field Pilot at Pleasant Prairie

  12. CO2 Capture and Storage Roadmap Roadmap(Installation date) 2005 2010 2015 2020 2025 2030 Capture Post- Combustion Pilot / Demo First of its kinds Commercialization Oxy-Combustion Pilot / Demo First of its kinds Commercialization Transport EU, US, Australia Local projects, Demo and EOR Progressive pipeline development depending on validation of storage sites Storage EU, US, Australia EOR + validation of storage sites Ramp-up of saline aquifer storage Time for large-scale demos! Market and technology development requires large-scale demos

  13. Agenda • Who is Alstom • CO2 capture technology and application update • Policy Challenges • Q&A

  14. Getting Climate Policy Right • 80 percent emissions reduction below 2005 levels by 2050 • Mandatory, economy-wide cap-and-trade program • Ample use of offsets to manage program costs • Protect consumers and businesses with appropriately valued emissions allowances • Incentives for technology development and deployment, including CCS • Protection of IPR as technology is transferred • Policy framework that sets an appropriate value for carbon Alstom Supports USCAP Blueprint for Legislative Action

  15. CCS Requirements Supplemental funding for early deployment available at project commencement for financing certainty Bonus allowances for early movers so units dispatch Clarity on permit and monitoring requirements Resolution of long term liability issues for sequestration A federal trust, funded by CCS project operators, could be used to cover both long-term monitoring costs and liability Early commitment to CCS development and deployment will translate into lower consumer costs
