  1. Reduction in Certificated Staff For 2012-13 Tahoe Truckee Unified School District

Certificated Reduction In Force The Financial Picture The District is facing a $5 million deficit in 2012-13, and at least an additional $3.4 million deficit in 2013-14 It has been determined that for 2012-13, the District will spend down the reserve by $3.2 million and make expense reductions totaling $1.8 million.

  3. Certificated Reduction In Force The Financial Picture The expense reductions are to be made proportionally by broad categories: 1. Non-Classroom ($401,500) 2. Management ($201,300) 3. Certificated ($842,000) 4. Classified ($354,600)

  4. Certificated Reduction In Force Timing: The California Education Code requires that certificated employees receive notice of possible elimination of their position by March 15th of the preceding year. Consequently, decisions regarding certificated reductions must be made now.

  6. Certificated Reduction In Force Board Action Required The Board of Trustees must approve a resolution reducing the number of certificated employees by “Particular Kinds of Service” The resolution listing the positions to be eliminated is also known as the “PKS List”.

  7. Certificated Reduction In Force Total reduction by this resolution will be 18.4 FTE

  8. Certificated Reduction In Force Three categories for reductions: 1. General Fund Savings (13.5) 2. Positions identified in response to adjustments in Measure A staffing (2.4) 3. Positions that will remain unfilled (3.4) (Some of these are included in the 13.5)

  9. Certificated Reduction In Force The PKS Resolution lists each of the certificated services to be reduced by subject and school level.

  10. Certificated Reduction In Force The total ELEMENTARY reduction of certificated staff includes: 9.0 FTE of elementary teachers and Academic Coaching at .5, and 1.7 FTE related to Measure A staffing adjustments in Music, Technology and Physical Education

  11. Certificated Reduction In Force The total MIDDLE SCHOOL reduction of certificated staff includes: 2.30 FTE identified in various subjects (Art, PE, Science, Special Education and others) and .50 FTE related to Measure A staffing

  12. Certificated Reduction In Force The total HIGH SCHOOL reduction of certificated staff includes: 4.40 FTE identified in various subjects (Art, Woodshop, Photo, Foreign Language, Math, PE, Science , and others) which includes .20 FTE related to Measure A staffing changes

  13. Certificated Reduction In Force The elementary positions have been determined by enrollment projections Secondary subjects and sections have been identified by the principals at the middle and high schools.

  14. Certificated Reduction In Force Competency Criteria The California Education Code states that a teacher must be credentialed and competent to serve in a particular position. The District has defined “competent” in Exhibit “B”

  15. Certificated Reduction In Force Exhibit B Competency Criteria HQT as required by NCLB Authorized to teach second language learners 1 year in the past 5 years teaching the subject 1 year in the past 3 years teaching in Dual Immersion

Certificated Reduction In Force Skipping California education Code allows districts to deviate from terminating teachers by order of seniority (“skip”) if the district has a need for teachers who: 1) are needed to teach specific courses 2) have special training & experience 3) or for purposes of achieving compliance with legal requirements.

  17. Certificated Reduction In Force Skipping For this layoff process, the District will skip 1. Academic Coaches 2. Teachers who possess a Bilingual Cross- Cultural Language and Development (BCLAD) 3. Professional Learning Community (PLC) Leaders at TTHS or NTHS during the 2011-2012 school year

  18. Certificated Reduction In Force Impacts: Class sizes: At elementary class size will be at 24:1 @ K-3, IF the projections are correct. (Some transfers may be necessary)

  19. Certificated Reduction In Force Impacts: Class sizes: At other grades staffing is projected at contract levels: 4-5 @ 33:1 6-12 @ 34:1 Currently: Grades 4-5 are @ approx. 29:1 Grade 6-12 @ approx. 27:1

  20. Certificated Reduction In Force Impacts: Class sizes: At secondary class size may go up/will go up in certain subjects. This will be influenced by enrollment and student selection of courses.

  21. Certificated Reduction In Force Impacts: More difficulty placing students at elementary because combination classes are possible and therefore the school staff must work at determining the “best fit” for the children they serve.

  22. Certificated Reduction In Force Impacts: Secondary scheduling will be more difficult. Fewer teachers mean fewer sections and fewer course offerings at the secondary level

  23. Certificated Reduction In Force Impacts: It is anticipated that approximately 12 full and part time teachers could be fully laid off and approximately 16 others partially laid off.

  24. Certificated Reduction In Force Impacts: The District will notice over 35 teachers to be certain that if any challenges by individual teachers and/or the union are successful, the District will have provided precautionary notices to additional teachers by the March 15th date. This will insure the targeted budget savings and adjustments are achieved.

  25. Certificated Reduction In Force This is the smallest reduction in FTE that can reasonably be made to adjust actual certificated staffing for enrollment declines, Measure A adjustments and needed budget savings. Therefore,

  26. Certificated Reduction In Force Staff Recommendation: The staff recommends that the Board approve the PKS Resolution as presented, and direct the District administration to prepare notices and deliver them to appropriate certificated staff.
