  4. 1. Legal basic a. Constitutional law: dated 1992 Article 69 Citizens are entitled to freedom of speech and freedom of the press; they have the right to receive information and the right of assembly, association and demonstration in accordance with the law.

  5. b. Law on Press: Dated 1989 and its amendment of 1999; The Press Law states that citizens have the right to be informed and to express their opinions;

  6. c. Law on publication: Dated 2004 The Law on Publication protects the citizens’ right to make public their works without being censored.

  7. 1.2. Functions of media stipulated by laws • To honestly reflect nationwide and worldwide news; • To disseminate, propagate in contribution to building and protecting policies and guidelines of the State and Party; • To reflect and guide mass opinion;

  8. To find and set good examples; • Expand mutual understandings among nations and countries; • To preserve the beauty of Vietnamese and ethnic minorities’ languages.

  10. 2. Activities of media in Vietnam

  11. 2.1 Newspaper • The first Vietnamese-language newspaper was the French-sponsored Gia Định Bao, established in Saigon in 1869; • Current large newspapers • E-newspaper: Develop dramatically; vnexpess (http://www.vnexpress.net) is voted to be one of 100 worldwide websites

  12. 2.2 Television • Vietnam Television, or VTV, is the national television broadcaster for Vietnam; http://www.vtv.vn

  13. 2.3 Radio • The first Vietnamese-language radio transmission was made on Sep. 2, 1945 when Ho Chi Minh read out the Declaration of Independence; • VOV became the national radio station in 1978; offers diverse, high-quality programming bands throughout Vietnam and the rest of the world

  14. 2.4 Publication Activities under the provision of the law on publication and compliant with Int’l agreements.
