  2. Overall comments • This draft outlines the structure and the content of the guide. It is a good and necessary first step. • Safety Culture VS RP Culture • Safety culture is a concept that has been defined by different institutions, organizations, and there is a common understanding of its meaning • Safety culture includes nuclear safety, RP, security, health physics, environmental safety, … • Hence, RP culture in our organizations should be seen as the implementation of RP principles inside the framework of safety culture RP principles on Safety Culture

WG1 & WG2 • WG2: Criteria for Success • Group the “criteria for success”: • Individual commitment: questioning attitude, communication, etc • Managers commitment: definition of responsibilities, rewards, sanctions, audits… • Policy level commitment: resources, structures, self-assessment,.. • Continuous improvement: goals, assessment, performance improvement • Or describe the performance improvement model: performance monitoring (include assessment) , analyze and plan solutions, implementation of solutions • WG1:Elements and Traits • Organizational culture definition: E. Schein (it has been already used in TECDOC1329) • Safety culture definition: includes all “types of safety” • Elements and Traits: there are more safety culture models (IAEA, WANO, regulators,..). If a specific model is included, it should be in a attachment. • Describe how the safety culture enhances the RP principles.

  4. WG3 & WG4 • WG3: Engaged stakeholders • Assure the consistency with “stakeholders guide” IRPA (08/08) • Role of the regulators regarding to the development of a stakeholder involvement strategy. • Role of RP professionals and IRPA AS: it should be revised (follow the NRC approach…) • WG4: Assessment tools • Some of the assessment criteria are actions to create a strong safety (RP) culture. This part should be re-written taking into account WP2 and 3. • Describe the different types of assessment • Analyze if an assessment matrix (with tools) may de included as an attachment. • Introduction and Conclusions • Describe the antecedents, objectives, scope and a brief summary in the introduction • Re-write the conclusions as the guide is developed
