  1. Indigenous Peoples Assistance Facility 2011 Call for Proposals IASG, Nov 2011 A. Cordone, IFAD

OBJECTIVE Strengthen indigenous peoples’ communities and their organizations by financing micro-projects which foster their self-driven development in the framework of the UN Declaration on the Rights of Indigenous Peoples. Generate lessons learned and approaches for replication and up-scaling.

  3. IPAF Grants Small grants ranging between USD 20,000 and USD 50,000 Maximum duration of two years

  4. Governance The IPAF Board is independent and composed of a majority of IPs leaders The Board reviews the proposals and makes final recommendations on grant awards IPAF Current Board Members: Joan Carling, Mirna Cunningham, Kyrham Nongkynrih, Wolde Gossa Tadesse, Jean-Philippe Audinet

Priority areas of funding • Capacity building for self-development and engagement in policy processes • Innovative micro-projects that build on: • Culture, identity, traditional knowledge • Technology, Agro-biodiversity • Natural resource management and community-based forestry • Market access, off-farm activities and enterprise development • Human rights, intellectual property rigths • Gender mainstreaming and women’s empowerment • Ethno-tourism • Participatory mapping of ancestral lands and territories • Adaptation to climate change

Technical review criteria • Project Relevance: does the project address the need of the indigenous community, will it make a difference in the community? • Project Feasibility: is the proposed approach practical? Is the timeline realistic and the budget adequate? • Institutional Capacity: has the organization succeeded in similar projects? Does it have the capacity to implement the proposed project? • Institutional Credibility: is the organization respected within its community and beyond? • Balance of grant portfolio: a balance on geographic distribution, gender and issues addressed by the proposals will be maintained. • Development with culture and identity:How does the project build upon the asset of indigenous peoples’ culture and identity? How does the project take full advantage of indigenous peoples’ traditional knowledge, culture, governance systems and natural resources?

Decentralized IPAF • Indigenous Peoples Organizations to support the management of the IPAF at regional level • Tebtebba Foundation (Asia) • FIMI – Foro Internacional de Mujeres indígenas (LAC) • MPIDO – Mainyoito Pastoralists Integrated Dev. Org. (Africa) • Support technical review process • Channel resources to awarded organizations by the IPAF Board • Support monitoring and supervision of projects • Support documenting and disseminating knowledge • Support IPAF resource mobilization • Strengthen IPAF-IFAD link • Strengthen indigenous peoples’ movement at regional level and link it up with international level

  8. 2 Calls for Proposals (2007 & 2008) • Around 1,800 proposals received • 71 micro-projects approved in 36 • countries • US$ 2,120,000 financed by IFAD and • Supplementary Funds from the World • Bank, Norway, Canada, Finland and Italy • First call for proposals: USD 600 000 • Sec. call for proposals: USD 900 000 • Report on Lessons learned from IPAF • Qualitative report • Quantitative report

Emerging results from 2011 desk review on 53 projects • 45,000 people directed benefited (more than half were women) • Project services reached 1,200 communities • 21,000 people trained (45% women) on security of tenure, NRM, agro-technologies, traditional medicines, IPs rights, community planning • 184 groups created for building and strengthening local institutions; More than 8,400 individuals participated in the groups (half were women);

  10. Indicators • Assessment of IPAF projects with standard indicators • Limitation of standards indicators for poverty reduction • Need to use specific indicators on the well-being of indigenous peoples • Proposing additional indicators to IFAD
