ROAD MAINTENANCE, JOB CREATION AND POTHOLES • The Department of Public is not the Road Authority, however DPW Works accounts for Roads within facilities under its custodianship. • The roads constructed and maintained by the Department are of low Traffic Volume within Military Bases, Prisons, and other National Government Facilities. • Road related services the Department appointed qualified and Experienced Civil Engineers to carry out the design and documentation. 2 Debrief to Minister and Deputy Minister

ROAD MAINTENANCE, JOB CREATION AND POTHOLES (continues…..) • The Department would review the design parameters by the Engineer to ensure that there is no over design or under design, and the costs effectiveness of the design solution proposed based on the guideline document of South African National Standards (SANS) & Technical Recommendation for Highways by Department of Transport (TRH). APPROACH ON POTHOLES REPAIRS • The Department has elected the potholes repairs as the catalyst for Job Creations, while assisting Municipalities with maintenance backlog on potholes. • The Department had sort technical support from CSIR and Agreement South Africa to understand the complexities of potholes • CSIR was approached for best technical approach on dealing with potholes 3 Debrief to Minister and Deputy Minister

APPROACH ON POTHOLE REPAIRS (continues….) • Agreement South Africa was to establish the availabilities of accredited material for potholes repairs and filling; • The Department has further discussed the specifications of existing roads to determine the best possible solution on material selection and method of repairs with respective roads authorities (Tshwane, JRA, and Mafikeng). Every Authority has its own preference with Tshwane & JRA preferring hot mix asphalt for surfacing. • The Department has adopted the guideline of CSIR of classification of various pothole formations and the repair approach 4 Debrief to Minister and Deputy Minister

COMPLIANCE TO EXISTING REGULATIONS • The method of repair will follow CSIR guideline: • Saw Cutting of the potholes to rectangular shapes • Repairing of the base material • Backfilling (materials approved by Engineer) • Compaction per layers using appropriate compacting hand operated machinery • Sealing of the surface as per preference of Road Authority (Cold or Hot Mix Asphalt) • Joint treatment between existing and new surfacing • Specification of Material In the absence of the accredited material by Agreement SA, all material will be in compliance to SANS and TRH. The Engineer will give approval of the material before application by Contractor. 5 Debrief to Minister and Deputy Minister

QUALITY ASSURANCE • All material to used by Contractor will have a manufacturing certificate outlining material composition, the engineer will approve use of material; • The Consultant Resident Engineer will be on Site on Full Time Basis to ensure compliance to Specifications • The Department will randomly conduct tests on completed repairs (officials have attended CSIR induction Seminar of Potholes Repairs) • The Tshwane and JRA have committed their Engineers to also conduct quality inspections, when problems are identified they would communicate their findings to the Department whom will address the issue with the Engineer • Both the Department, Road Authorities will have regular site meetings to discuss progress and contractual issues 6 Debrief to Minister and Deputy Minister

GUARANTEE PERIOD • All repair works will have a twelve months guarantee period • The Department will retain a sum equal to 10% of contract value as retention • Within the period the contractor will make good all defective work on her costs • Every Pothole identified and Repaired will have an identity. Example a GPS coordinates Failure to repair the works, the Department will appoint alternative contractor and levy the costs from defaulting contractor 7 Debrief to Minister and Deputy Minister

  12. STIPEND DETERMINATION MATRIXFOR THE POTHOLE REHAB PROGRAMME The commitment of appointment of 400 beneficiaries per metro yields the following scenario. The case study that informs the allocation of beneficiaries is 1 kilometer ( km) of road translates to 2 work opportunities (1km = 2 Job opportunities) A proposal to peg the stipend at R90.00 for the 6months at three days per week: R90 x 12 working days x 6months = R6,480.00 income per beneficiary Monthly income of R1,080.00 10

STIPEND DETERMINATION MATRIXFOR THE POTHOLE REHAB PROGRAMME Costing of the 2400 work opportunities for 6 metros = R6,480.00 income per beneficiary x 400 beneficiaries = R2,592,000.00 x 6 metros = R15,552,000.00 remuneration From these total costing it may be deduced that budget may allow the programme to extend beyond the 400 job opportunities proposed. The identification of further roads may be considered to extend the job opportunity period beyond the six months The identification of the roads and immediate engagements with all municipalities must be finalized for informed commitments 11

INTRODUCTION • The National Department of Public Works has been collaborating with National Department of Transport on ensuring that work opportunities are maximised on the construction and maintenance of access roads labour-intensively. • A joint committee co-chaired by the National Department of Public Works and National Department of Transport monitors the progress on EPWP on access roads on a quarterly basis. The quarterly meetings are attend by Provincial Roads Departments that give presentations on the progress of EPWP projects using the access roads funding. • The funding of the access roads was through the Infrastructure Grant to Provinces. • R3.0 Billion was ring fenced for EPWP access roads in the 2007 MTEF as part of the infrastructure Grant to Provinces. • R8.3 Billion was further approved for the EPWP access in the 2010 MTEF 14 Debrief to Minister and Deputy Minister

ACHIEVEMENTS ON EPWP ACCESS ROADS PROGRAMME • 224,000 work opportunities have been created on EPWP access roads over the 2007 MTEF with over 60,000km being constructed or maintained. • 88,322 work opportunities have been created so far on access roads in the 10/11 financial year considering reports for 3rd quarter. • Road maintenance programmes similar to the Zibambele programme are being implemented in the Eastern Cape and Mpumalanga. • North West and Limpopo are making plans to implement road maintenance programmes that can create work opportunities. 17 Debrief to Minister and Deputy Minister

WAY FORWARD • Implementation of road construction and maintenance projects using labour-intensive methods should continue to promoted to create work opportunities. • Replication of best practice programmes like Zibambele should be done in different provinces to promote creation of work opportunities. • Continued funding should be provided for Construction and Maintenance of Provincial access roads in order to promote infrastructure delivery as well as the creation of work opportunities. The new Road Maintenance Fund should maximize on the use of Labour-intensive methods of construction. 18 Debrief to Minister and Deputy Minister
