Truck Operations • Electronic Logging Devices/EOBRs • ATA Supports Laws/Regulations Mandating Installation and Use of These Devices • Data Privacy Should be Protected • Existing Exemptions Should Be Retained • Mandate Should Include Supporting Documents Relief • Should Be Simultaneously Applicable to All Subject Carriers • Device Design and Performance Concerns Must Be Addressed

Hours of Service • ATA’s Position: Retain the Current Regulations • Changes Are Unwarranted And Would Be Harmful • Safety Record Since 2004 Shows Substantial Improvement • FMCSA Data Shows Compliance With The Current Rules Has A Strong Correlation With Safe Performance • Safety Benefits Do Not Outweigh The Enormous Costs • Explore More Effective Solutions to Driver Fatigue (e.g., Sleep Disorder Screening, Fatigue Management Plans)

Priorities for Future Improvement • Focus on Primary Causes of Crashes • Speeding • Other “Driver” Factors • Relative Role of Other Motorists • Prioritize Actions/Countermeasures Accordingly • Speed Limiters • Employer Notification Systems • Education, Awareness, and Enforcement For All Motorists
