  5. Segment 1 The ANOVA Project vision is to make it possible to link renewable energy generated in the Rockies and Southwest Region centers in California. The Project consists of (1) ANOVA Superstation and (2) a proposed line into Southern California: Connect other lines into a single Superstation in the El Dorado Valley to California ANOVA – Segment #1 Superstation connects California to the west Pony Express (PE) El Dorado – Mira Loma DC Line 2,200 MW 250 miles overhead and 50 miles underground

  6. Segment #1: Enhanced Viability of Western HVDC Proposed Transmission Projects ANOVA will maximize utilization of proposed transmission projects and also increase their value: • Pony Express • Trans-West Express • Trans Canada (Zephyr-Chinook) • Santa Fe Express

The Vision – Segment 1 ANOVA intends to build: • A DC hub in the El Dorado Valley near Las Vegas, NV • A 250 mile HVDC, 2200 MW to Palm Springs, CA • A 50 mile underground, 2200 MW HVDC cable to Mira Loma 500kV station near Ontario, CA • Connect other proposed Transmission lines into a single Superstation hub. ANOVA Hub

Project Location – Pony Express • The project is ideally located on the Nevada-California border to accelerate renewable energy expansion in the West. • Las Vegas was selected as the location for ANOVA because: • It is currently a major transmission hub, and • Four large proposed Transmission projects designed to bring renewables, all end in Las Vegas. • Las Vegas is between the Rockies region rich of Wind, the Southwest region rich of Solar, and in proximity to load centers. • ANOVA will optimize, integrate, and firm-up the western renewable energy resources to serve California load center.

Trans West Express • Trans West Express LLC is developing a 3,000 MW, 600kV high voltage direct current (HVDC) transmission project in the western U.S. • The project will be connected to the AC transmission grid in central Wyoming and in eastern Nevada. • The primary use of the project is to deliver wind generated electricity from Wyoming to markets in the Desert Southwest.

TransCanada (Zephyr – Chinook) • TransCanada’s Zephyr Transmission Project (Zephyr) is a proposed 1,100 mile, 500 kV (HVDC) transmission project that will originate near Southeast Wyoming and terminate in the El Dorado Valley near Las Vegas. • TransCanada’s Chinook Transmission Project (Chinook) is a proposed 1,000 mile, 500kV HVDC transmission project that will originate near Southwest Montana and terminate in the El Dorado Valley near Las Vegas. The project will have 3,000 MW converter stations in Montana and Nevada.

Business Case (1)Key Benefits • Increase Renewable Capacity Factor: Interconnecting various renewable sources into a single hub, provide higher capacity factors. • Reliability Benefits: A single hub increases the energy deliverability to the load by reducing the intermittency. • Economic Incentives: Stimulates grid growth through efficient energy transactions across currently inaccessible regions. California load centers need new transmission paths to access cheaper renewable resources across the west. • Optimized Renewable Potential: Reduces the intermittency of the existing renewable AC infrastructure. • Better Electricity Delivery: Facilitates buying and selling of renewable energy. • Enhanced Performance of Energy Sources: Firms intermittent power across a broad geographic area. • Eco-Friendly: Promotes the development of renewable energy projects by creating more interconnection opportunities.

The Business Case (2) • Connects stranded potential renewable into the California market. • Enables CA utilities to contract for additional, cost effective, firm renewable generation. • ANOVA Project’s use overhead HVDC from El Dorado Valley to Mira Loma 500kV station near Ontario, CA. • DC transmission uses a narrower corridor than traditional AC transmission and reduces the project foot print along existing transmission corridors. • Connects at least four large transmission projects (currently proposed) that are designed to bring renewable energy from the Rockies region to SW region to Las Vegas. • ANOVA and Pony Express: Can be separated or combined (capacity is subscribed by third party off-takers) and can be Merchant or CAISO rate based (Pony Express was submitted to CAISO in 2009 as a based rate project with full economic analysis). • Technology: The renewable HVDC transmission line would provide generator-like responsiveness to grid needs and increase regional reliability across the West.

Business Case (3)Summary of National Benefits • ANOVA supports: • Public policy by enabling the integration and development of new, clean, renewable power sources. • National goals by being a green design. The station will be energized with renewable energy – onsite storage batteries will be charged with renewable energy for back-up generation. • Enable other benefits such as reserve sharing pools across asynchronous grids.

Benefits to Consumers and Developers ANOVA will be able to offer the following services to and between the grids: • Reduce energy cost while bringing in cost effective renewable resources to consumers • Reduce emission cost • Reserve sharing • Firming services • Increase capacity factor • Dynamic voltage support

  16. Market Impact ANOVA will integrate large scale renewable resources by providing the capability to manage real-time power fluctuations that would otherwise exceed the capability of many existing balancing authorities. This will result in lower costs to rate payers.

Proposed Next Steps Select a group of five interested parties and form ANOVA LLC: Phase I Development: Further develop these concepts • Evaluate the level of interest • Perform a cost benefit analysis • Perform a reliability analysis • Quantify the reliability and market benefits • Issue an RFP to determine the costs • File an incentive treatment at FERC with market based rates

  20. Technological Breakthroughs • The latest proven technology in converters –Voltage Source Converter (VSC) technology will be used. • The ANOVA Superstation will be a green design - on site storage batteries will be charged with renewable energy.
