Feb 27 – Factfinding Summary • Where we started: • District: 3 years; 8%, 9.5%, 9.5% Total Cut = 27% • RTA: 1 year; 3 furlough days Total Cut = 1.62% • Where we ended: • District: 3 years; 4.58%, 8.075%, 8.075% Total Cut = 20.73% • RTA: 2 years; 2.91%, 5.375%, 2.215% Total Cut = 10.5% • At 12:54am we were informed the District would not move anymore. (See handout for more details). (*Your Site Rep will provide you with detailed handouts of these proposals as well as full copies of the factfinding reports after this meeting or tomorrow at your sites.)

  3. March 28 – Post Factfinding Negotiations Once again, RTA came fully prepared to try and reach a settlement. After a 2 hour wait, the District “claimed” their 20.73% proposal made in factfinding was an error and was actually a 23.8%. Once again, it was obvious the Superintendent had no interest in reaching an agreement. The day came to an end. “I felt like I was being led to the slaughterhouse” Quote from Grant McNiff referring the district changing their position on March 28.

  4. Things to keep in mind: • The ff Report was received (by the Association) on April 9 and has been thoroughly reviewed by the Executive Board/Bargaining Team and CTA. • The report is not binding on either party. It is a recommended settlement based on the Factfinder’sperspective • RTA (and the District) both have the option to accept: • All of it - Part of it - None of it • Our panel member, Margaret Wallace, strongly opposed the report and has written a dissenting report. Copies of the report will be posted at all sites and on the RTA website. • The RTA Bargaining Team and Executive Board are prepared to make their recommendation to members and to seek your direction on whether to accept or reject their recommendations.

  5. Things to keep in mind: • The law requires the parties to meet one more time after receiving the report. This could be: • As short as a 30 second phone call • Another full bargaining session, and/or anything in between • We are scheduled to meet with the District on 4/15, Monday at 9am. • Once the parties have complied with the above requirement, and if an agreement has not been reached: • the District can impose • The Association can go on strike • Or…Other options (to be discussed shortly)

  9. What Does This Mean To You? • 6 furlough days = 3.26% At $86,000 salary: At $49,311 salary: 6 days = $2,803 6 days = $1,607 At $68,496 salary: 6 days = $2,233

  10. The Executive Board/Bargaining TeamSeeks Your Direction. Where Do You Stand? 1. Your Bargaining Team will seek to negotiate based on your response today 2. If no agreement is reached, wait and see if and what the District imposes 3. RTA/CTA is prepared to fight any imposition based on our belief the District did not bargain in good faith (hearing scheduled for end of August, 2013) 4. At the most, the District can only impose 2012-13 (as noted by CTA Legal and the Public Employment Relations Board) 5. RTA has the right to demand to bargain 2013-14 and 2014-15 6. Any attempt by the District to impose multiple years will be met with a strong legal challenge
