  4. Michigan DOT Systems Operations and Management MDOT Systems Operation and Management Program. This program area will improves coordination and partnering efforts for all operations and intelligent transportation system initiatives including the advancement of performance measures and management. Below is a description of some of these initiatives: Michigan TOCs (SEMTOC, WMTOC, STOC & Blue Water Bridge TOC) Courtesy Patrol Traffic incident management Work zone safety and mobility System reliability data (congestion and mobility management, including freight logistics) Signals Optimization and Adaptive Intelligent Transportation Systems and Health Monitoring Winter Maintenance Tow Plow Winter Maintenance Salt Bounce and Scatter Winter Maintenance Decision Support System (MDSS) pooled fund study Environmental Sensor Stations (RWIS Program) MDOT statewide operations alignment teams (SOMAT, TSSAT, OPEC, GLRTOC)
