Many departments have formulated plans for setting up independent communication networks, which is a costly proposition Common network infrastructure will save cost and time of individual departments Departments have to set up separate data centres for their E-Governance programmes Common data centre will save cost and time of individual departments - AC, DG, UPS, backup, mass storage, Precision AC,24 hour maintenance Free bandwidth offered by bandwidth providers to Government not utilised Common network aggregates the bandwidth from the bandwidth providers and make available to Govt departments Most of the Government websites hosted abroad in private party’s names The websites can be hosted at the E-Governance center Other applications like online election results, entrance counseling etc

DIT released guidelines for setting up SWAN in August 2004 Funding support for district and block connectivity 5 year management included 2 Mbps network upto blocks Equipments to be funded by DIT, GOI Civil, electrical works, bandwidth cost, last mile to be State responsibility Proposal presented before the Chief Secretary and other Govt Secretaries on 2nd September 2004 Proposal submitted to DIT, GOI in September 2004 Administrative sanction from DIT in April 2005
