  8. Georgia’s New Deal Governors Richard B. Russell (1931-1933) • Worked to reorganize state government like a successful business • Elected to U.S. Senate and served for 38 years • Brought 15 military bases and the Center for Disease Control to Georgia • Created the National School Lunch Program which still provides free or reduced lunches to school-aged children • white supremacist

  9. Georgia’s New Deal Governors • Eugene Talmadge (1933-1937), (1941-1943) • A conservative white supremacist • Did not like New Deal programs in Georgia. He • tried to rid the state of them, especially those • that helped African Americans • He used federal funds to build roads more than to • help the unemployed • Became governor due to rural support and • the county unit system • Thought governors should have 4 year terms • and not 2 year terms • Fired two UGA employees who • supported integrating the • school • Died before he began his 4th • term (General Assembly • selected his son as Governor)

Georgia’s New Deal Governors Eurith “Ed” Rivers (1937-1941) • Worked with Roosevelt to increase New Deal spending in Georgia (known as Georgia’s Little New Deal) • Began programs for public housing • Had electrical services expanded to rural areas • Helped in establishing benefits for the unemployed • Term ended with many of his staff members being charged with corruption. This reflected badly on Rivers

Georgia’s New Deal Governors Ellis Arnall (1943-1947) • 1st governor to serve a four year term • Reformed Board of Regents and state prisons • Removed poll tax • New state constitution adopted in 1945 • Led Georgia to be the first state in the nation to allow 18 year olds to vote • Talmadge elected governor again (1946) but died before taking office
