Background to the Cluster …. • The DAC is a Public-Private Partnership between the eThekwini Municipality and the automotive industry in KZN, represented by 35 companies employing approximately 17,000 employees, primarily concentrated in the eThekwini and Msunduzi Municipal areas. • The DAC was established in January 2002 with the primary purpose of developing the competitiveness of the KZN automotive industry. • DAC member companies represent over 90% of all automotive manufacturing activity in KZN.

  3. Background to the Cluster …. • The overarching long term strategic objective for the regional industry is to double its size by 2020. This is in line with the National Government’s objective of producing 1.2 million vehicles in SA by 2020. The measurement of this objective will be linked to a basket of indicators, for example: • This objective is seen as being of significance to both public and private sector interests.

Background to the Cluster …. • Five strategic focus areas have been identified as being core to attaining the growth aspirations of the KZN automotive industry. • DAC plans are therefore developed to support progress in each of these five core areas: • Growth through market linkages and investment • Localisation and supplier competitiveness • Skills development and skills retention • Infrastructure reliability and competitiveness • Transformation

Background to the DACWellness Programme …. • The prevalence of HIV and AIDS in the South African workforce poses a serious risk to the competitiveness of the labour intensive automotive and automotive component manufacturing industry, emphasising that  HIV and AIDS is as much a corporate responsibility as a social problem. • The absence of reliable information on HIV and AIDS prevalence in the automotive industry in KZN made an accurate estimate of the current HIV and AIDS status amongst DAC members almost impossible.

Background to the DACWellness Programme …. • In response to this the DAC, in partnership with the South African Business Coalition on HIV and AIDS (SABCOHA), launched a pilot HIV and AIDS Programme at eight DAC member firms in June 2008.  The aim of this pilot was to determine the feasibility of establishing a cost-effective cluster-wide programme to tackle HIV and AIDS. • Based on the success of this pilot, the DAC recruited an additional six companies in 2010 that are also now benefitting from this initiative.

Objectives ofthe Programme …. • Improve the cluster’s ability to understand and mitigate the impact of HIV and AIDS within DAC member companies. • Assist member companies to implement comprehensive HIV and AIDS workplace programmes, including facilitating and providing treatment and care for HIV+ employees. • Drive down the costs associated with HIV and AIDS programmes through joint action. • Increase knowledge sharing and partnership amongst member companies.

  9. Importantly …. • The successful implementation of the Programme was, and still is, dependent on the full commitment and motivation of the participating companies, as well as the active involvement and support of senior management.

  11. Evolution ofthe Programme …. • During 2009 the Programme was restructured, additional partnerships established, and now has 12 distinct components. Component : Partner/Service Provider • Baseline Assessment DAC & SABCOHA • KAPB Survey SABCOHA • Management Capacity Building SABCOHA • Steering Committee Training SABCOHA • Champion Training SABCOHA • Peer Educator Training SABCOHA • Awareness Campaign DAC & Participating Companies • Company Aftercare and Support SABCOHA • On-site HIV Counseling and Testing Ithembalabantu Clinic • Treatment - Pre-HAART Participating Companies & Medical Aids • Treatment - HAART DoH Clinics • Monitoring and Evaluation DAC

Evolution ofthe Programme …. • During 2010 we also realised that the Programme need to evolve to include other diseases and illnesses that employees and employers have to deal with on a continuous basis, and not only focus exclusively on HIV & AIDS. • In response to this need, the Skills Technical Steering Committee identified the ‘big six’ that the Programme will focus on in future: HIV & AIDS, Tuberculosis, Diabetes, Depression, Hypertension, and Drug and Alcohol Dependency. • As a consequence of this evolution, the Programme was renamed to: “The DAC Workplace Wellness Programme”

  13. Achievements 2008 - 2010…. * Only 3 companies opted to do HCT in 2010, the remainder will have their HCTs in 2011. A consolidated HCT report will be compiled at the end of 2011

Achievements 2008 - 2010…. • The same Programme has successfully been rolled out to the Durban Chemicals Cluster (DCC) at the start of 2010. • Steering Committees established at all participating companies. • Each participating company has at least one Champion • Champions Forum facilitated by the DAC/DCC every 2nd month • eThekwini and Msunduzi Municipality support for, and assistance to the Programme 6 chemical manufacturing companies are currently participating in this Programme

  15. The Future …. • Recruitment of a third group of DAC companies and a second group of DCC companies • Short-term: • Establishment of three down-referral sites at on-site clinics at identified DAC member firms with the assistance of the KZN DoH: • Durban South Industrial Basin • Pinetown • Pietermaritzburg • Medium term: • Establishment of additional three down-referral sites with the assistance of the KZN DoH • Securing additional assistance and support for the Programme from National Government, NGOs, etc
