  3. Office of Security Working together to make the Department of Commerce a more secure environment for all.

  4. Office of Security Mission • The Office of Security provides policies, programs, and management as it supports: • Facility managers to reduce the terrorism risks to DOC personnel and facilities. • Program managers to reduce the espionage risks to DOC personnel, information, and facilities. • Department and bureau leadership to increase emergency preparedness for DOC operations. • Employees and customers in our collective responsibility to maintain the security of information, personnel and facilities.

  5. Risk Management • Risk is managed and minimized by assessing the level of: • Threat • Criticality • Vulnerabilities

  6. Risk Management: Anti-terrorism Division • Provides policies and operational support for Executive Protection, Physical Security, Overseas Security, and Information Analysis.   • Provides counterintelligence support to the Director of Security and other Divisions.   • Coordinates the Anti-terrorism and Program risk assessment processes, ensuring overall consistency and quality.

  7. Anti-terrorism Programs • Physical Security Program-Conducts risk assessment surveys and inspections. • Overseas Security Program - Delivers services to the United States and Foreign Commercial Service, with the Department of State, coordinating the provisions of various State-Commerce security agreements. • Information Collection and Analysis Program - Develops threat assessments and coordinates with intelligence activities. • Executive Protection Program - Provides personal protection for the Secretary of Commerce and visiting dignitaries.

  8. Risk Management: Counterespionage Division • Provides policies and operational support for Personnel Security (PERSEC) and Information Security (INFOSEC).   • Coordinates the National Security Information risk assessment process; ensuring overall consistency and quality.

  9. Counterespionage Programs • Personnel Security Program Tracks suitability and security investigations, misconduct and counterintelligence operations, and contractor investigations; grants clearances; and maintains security records systems. • National Security Information Program Protects classified national security information and controlled unclassified information; and is responsible for security awareness and education efforts, operational security and industrial security programs, and special access programs.

  10. Risk Management: Emergency Management Division • Provides policies and operational support for DOC Continuity of Government (COG), Continuity of Operations (COOP), and the HCHB Occupant Emergency Program (OEP).   • Manages the Emergency Operations Center.   • Coordinates the Emergency Management risk assessment processes for COOP and OEP - ensuring overall consistency and quality.

(Homeland) Security Threat Levels • Red = Severe, reflects a severe risk of terrorist attacks • Orange= High, means high risk of terrorist attacks *current situation* • Yellow = Elevated, means significant risk of terroristattacks • Blue = Guarded, means general risk of terrorist attacks • Green = Low, means low risk of terrorist attacks

  13. In Summary • The Office of Security assesses risk, recommends countermeasures and assists clients to reduce their risk levels, thereby reducing the overall security risk to the Department. Our goal is to reduce to LOW the security risk to the Department of Commerce

Mission of Agency • WRSO is responsible for providing security services to all Commerce Bureaus in the ten western states and the Pacific Trust Territories. • WRSO provides guidance and assistance to Facility Managers to implement policies and programs to: • reduce the terrorism risks to their personnel and facilities. • reduce the espionage risks to their personnel, information, and facilities. • increase emergency preparedness for their operations. • maintain the security of information, personnel and facilities

Protection of Information • National Security Information • The WRSO implements policies and procedures to protect classified national security information and controlled unclassified information; and is responsible for security awareness and education efforts, operational security, industrial security programs, and special access programs within the Western Region • The WRSO conducts Critical Infrastructure Program assessments in conjunction with the Antiterrorism Division to identify specific threats, vulnerabilities and countermeasures to Department critical assets
