Support competitiveness through strategic partnerships with third countries in selected fields of science; Provide betteraccess to research carried out elsewhere in the world; Address specific problems facing third countries on the basis of mutual interest and mutual benefit; thereby creating closer synergies between S&T cooperation andthe Community’s external relations and other relevant policies. The theme–oriented international cooperation actions are carried out under the Cooperation Specific Programme with: the opening of all activities to third countries – both for ICPC and industrialised countries in the Themes the introduction of Specific international co-operation actions (SICAs) dedicated to ICPCs. The international actions in the area of human potential are carried out under the People Specific Programme Actions of the Capacity Specific Programme are designed to identify S&T priorities with Third Countries, reinforce the participation of these countries in FP7 promote a co-ordinated approach among MS to S&T international Cooperation. (Also the Ideas Specific Programme is open to 3rd Countries.) A new approach to support International Cooperation

Bi-regional Coordination of S&T cooperation(INCONET): INCONETs are platforms bringing together policy makers and stakeholders of one target region with the EU to: Establish a dialogue to identify S&T priorities for mutual benefit and interest and define cooperation policy orientations; Implement specific activities to promote and contribute to the participation of the targeted regions/countries in the Framework Programme; Carry out strategic analysis on S&T trends and mapping competences in the UE and the targeted region Monitor and review activities in view to provide feedback and update S&T policies and priorities Capacity SP - Main activities of International Cooperation (1/2)

Bilateral S&T Cooperation Partnerships (BILAT): Objective: Strengthen the cooperation partnership between the EU and countries, which have an S&T cooperation agreement or are in the process of negotiating one. Brazil (BB.BICE), Chile (CHIEP II), Mexico (UEMEXCYT II) Coordination of national policies and activities on international S&T cooperation (ERA-NET): Objective: increase cooperation and coordination of research programmes carried out at national or regional level in MS and Associated Countries and which target one third country or several third countries in a given region.   9. Set-up a high level EU-LA policy dialogue on S&T cooperation policy, involving different stakeholders, incl. industry. The high-level platform will benefit from sub-regional platforms: Mexico and Central America coordinated by Mexico Andean Countries, coordinated by Chile MERCOSUR countries, coordinated by Brazil Promoting the joint identification of research priorities that take the Brasilia Action Plan and the Vienna Summit Conclusions into account; Organise dissemination and awareness events on S&T cooperation and the FP together with the network of NCPs Monitor cooperation activities thorough mapping of the research landscape, indicators, evaluation etc. Objectives of EULARINET – www.S2lat.eu/eularinet

Bringing political objectives into practice: Dialogue at Senior officials’ level, for setting research higher on the agenda of the EU-LAC summits; Broad consultation of stakeholders and mutual understanding; Indentification of suitable instruments of EU-LA international Cooperation (e.g. SICAs, dedicated calls, coordinated calls, etc.). Implementing the Brasilia Action Plan and the Salzburg senior officials’ meeting conclusions adopted inVienna: The priority setting exercise has a solid basis and existing priorities should be taken into account; Linkages should be sought between science and technology and connected policies, e.g. innovation, education.
