  3. ecoBUDGETis an environmental management tool designed specifically for local authorities and first implemented by ICLEI in 1987. The “environmental budget” adopting the same principles as a financial budget, provides a set of indicators and relative short term targets for the planning, monitoring and reporting of the consumption of natural resources within the municipal territory, as a result of sustainability-oriented policy ecoBUDGET CONCEPT

THE CITY OF BOLOGNA - GENERAL INFORMATION Capital of the Crucial railway and motorway junction Emilia-Romagna Region Population: Strong presence of small and medium 373.592 inhabitants industry (Emilian model) Land area:  Biggest middle ages city center in Europe 140,846 Km2 (restricted traffic zone)

  6. ecoBUDGETLIFE PROJECT The adoption of theecoBUDGET method in Bologna started in September 2001, thanks to the European ecoBUDGET project, funded by the European Commission’s LIFE programme The project, co-ordinated by the city of Växjö (Sweden) under the ICLEI technical assistance, led to the ecoBUDGET implementation in different European cities (Greece, Italy, Sweden, UK) In 2004, the LIFE project closed the first ecoBudget cycle The positive result of this experience led the municipality to adopt ecoBudget as a stable environmental budgeting system for the city

THE DOCUMENTS OF THE ENVIRONMENTAL BUDGET • The Master Budgetdefines critical and priority resources, indicators, targets and actions plan to reach the target • The Budget Balance shows the achievements of the targets • The Set ofcontext indicators refers about the trend of the selected indicators

  12. MAIN GOALS • Transfer to the Asian partners the experiences gained by European partners from the previous project ( Bologna- Italy and Vaxjo-Sweden) Activities: International workshops, field visites, seminars Technical consultancy and distance learning courses

MUNICIPALITY OF GUNTUR GUNTUR District • Area 45,79 km • population: 511.992 inhabitants • 270 km from Hyderabad, Guntur is the Head Quarters of the Guntur district • Guntur is a very Popular Commercial Centre. It is the Production, Marketing and Distributing centre of Agricultural produce like Chillies, Onions, Corriander, and also for tobaco www.gunturcorporation.com

  15. THE GUNTUR ENVIRONMENTAL MASTER BUDGET City councillors In autumn 2006, the Guntur’s city council approved the Environmental Master Budget City councillors

  16. FIELD VISITS IN GUNTUR Waste treatment plant 1st Field visit (June 2005). Bologna municipal experts did some inspections in Guntur environmental management. WASTE was considered thecritical issue. 2nd Field Visit (September 2006). The HERA enviromental Manager provided a useful Technical support on waste management system. House-to-house separate waste collection Sweepers

  17. NEXT STEPS • 4th Workshop in Växjö (April 2007) • Asia Budget Balance ratification • Final conference in India and Philippines (Autumn 2007) • Project Results

  18. LESSONS LEARNED SO FAR • Identify a technical person responsible for each indicator • Find a strong relationship between indicator results and action contributions • Define an Action plan identifying a person responsible for each action • Citizenship participation is recommended
