Where did we start? • We sent out empty tax-return forms to 5 million individual taxpayers • We waited until all the 5 million would fill out the forms and send them back with many enclosures • We key-punched all the tax-return information of 5 million taxpayers • We assessed the taxes of 5 million taxpayers • Finally, we separately sent out 5 million tax assessment statements

Where are we today? • We send out computer-pre-completed tax return forms • to all 5 million taxpayers • Taxpayer has no obligation to send back the form unless there is something to add or something to correct • 3.5 million taxpayers do not send the form back • If taxpayer makes additions/corrections: • 1.5 million taxpayers do so • Many of them (≈450,000) use the online interface.

  6. Pauliina Tuokkola, Tax Administration • All inbound forms are examined by software • Some are selected for close examination • When we have processed additions/changes,we print out and send off a revised statement. • Revised statements go to ≈2.4 million taxpayers.
