About Market Aspect (2) • RFD’s observation: • Market continues grow, mostly in Asian developing countries: India, China, Pakistan,.. • Most subscribers and new subscribers are still 2G ones • 3G subscribers are mainly in developed markets. About Market Aspect (6) • Mobile market: • Just growing rapidly in recent years • 70.8% telephone subscribers are mobile users, 29.2% are fixed, limited mobility users at end of Mar-2007 • Competition is relatively hard with 6 operators: • GSM providers : 92% mobile subscribers • CDMA providers: 3G-style services but account only 8% subscribers • Voice and SMS are main applications and revenues for operators. Content applications are still relative poor. • Data applications grow but gradually. No clear evidence of consumer demand for next generation networks. Upgrading from 2G network to 3G network lacks of driving force • Still low mobile penetration (26,5% at end of Mar-07)-> market continue develop in near future VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Spectrum allocation in Viet Nam (1) • Bands used globally for commercial networks: • GSM technology: GSM 900 MHz, GSM 1800 MHz, E-GSM • CDMA technology: CDMA 800 MHz, CDMA 1900 MHz, CDMA 450 MHz • 3G/ IMT-2000 : 1900-2200 MHz band and possible 2500-2690 MHz band • In Viet Nam • Both main technologies GSM, CDMA are given spectrum • GSM: • GSM 900 MHz and GSM 1800 MHz • Current extension of spectrum from 2x13.2 MHz to 2x20 MHz/operator in 1800 MHz to facilitate their development • CDMA : • CDMA 800 MHz and CDMA 450 MHz • to provide operators more spectrum in 800 MHz band in 2010 VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Spectrum allocation in Viet Nam (4) • Spectrum for WiMAX • Frequency plan is being drafted and completed this year • Frequency bands: 2300-2400 MHz, 3300-3400 MHz and a part or whole of 2500-2690 MHz band • Band 3400-3600 MHz is reserved to Vinasat satellite. • Each operator should be received at least # 30 MHz VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Spectrum allocation in Viet Nam (5) • Possible new bands for next mobile generation networks (IMT): • Issue is being discussed and may be decided at WRC -07 held in Geneva from 22 Oct- 16 Nov 2007. • Candidate bands include: • No clear global support to any band at the moment • ITU-R WP8F considers adoption of IP-OFDMA (mobile WiMAX based technology) to IMT standard family. Next meeting is 23-31 May 2007, Japan. VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Spectrum allocation in Viet Nam (6) • RFD’s current view on new bands: • Support identification of bands: 450-470 MHz, 2300-2400 MHz • Do not support bands: • 470-806 MHz as this band used heavily to broadcasting, including mobile TV, networks • 3400-4200 MHz as it is used for satellite applications VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Licensing policy (1) • Service licensing: • Create competitive market with 6 national mobile license • Control service prices of dominant operators • Equitize GSM operators • Allow foreign ownership according to WTO accession commitment • Promote development of content applications VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

  16. Licensing policy (3) • 3G and WiMAX licensing: • Demand is higher than supply (due to limited spectrum available) • Licenses will be granted within this year to winners of beauty contest. It is the first time ever beauty contest. Requirements is being drafted • Max 4 licenses for 3G in 1900-2200 MHz band • Numbers of WiMAX license will be determined following frequency plan. • Technology may be neutral • Operator may provide all types of services in licensed bands • Keep spectrum charge for 3G not higher than one applied to 2G • Beauty contest will be conducted this year • Under regulations in force, license trading is not allowed VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE

Licensing policy (4) • Future policy: • A Radio Law will be built • A various issues will be considered: • Establish a refarming fund to accelerate spectrum refarming for new technology • Procedures of conducting beauty contest • Technology neutral and service neutral licensing • Spectrum auction, license trading or not? • Welcome contributions from industry in policy making process VIET NAM MOBILE 2007 - RADIO FREQUENCY DIRECTORATE
