BRIDGE final conference October 25 – 26, 2012 Ljubljana, SloveniaPRISON SYSTEM IN SLOVENIA Ministry of Justice is responsible for the prison system in Slovenia Prison Administration is an authority within the Ministry of Justice Prisons are lead by Governors, who are responsible to the Director General. The prisons and the correctional institution are internal organizational units of Prison Administration www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, SloveniaPRISONS IN SLOVENIA 6 PRISONS (13 different locations) The central prisons are: • for women in Ig • for men in Dob (longer than 18 months) • for juveniles and young adults in Celje The regional prisons are: • in Koper, Maribor and Ljubljana (up to 18 months) • dislocated departments (up to 6 months) The detention departments are organized in 8 locations. Most frequent Formal educational programmes: • Primary school (Centre for Education and Culture Trebnje) • Secondary school (Centre for Permanent Education CeneŠtupar) Cook, Waiter, Hotel management and Tourist technician) • High Vocational College, Faculty • National Vocational Qualifications: - NVQ Designer of Websites in 2009 - NVQ Dietary Cook, NVQ Masseur, NVQ Cleaner in 2012 www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia HEALTH CARE • Health care is free • Prison Outpatient Clinics are part of the National Health Service In our prison the inmates are provided with: • General practitioner (four times a week) • Dentist (once a week) • Psychiatrist (once a week) • In emergency cases a care outside the prison is provided. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia PSYCHOLOGICAL TREATMENT AND TREATMENT OF DRUG AND ALCHOHOL ADDICTION • Treatment of addiction is carried out by a psychologist or the therapist for treatment of addiction. • The inclusion of inmates in the group is voluntary. • It is performed in two ways: - individual work - group work • Successfully completed treatments along with following the house rules and appropriate social report of Centre for social work are one of the conditions for obtaining benefits outside the prison (in case the treatment of addiction is previously required). www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia SOCIAL WORK • Individual work with the individualperson, his family and environment where he comes from takes place from the beginning of the imprisonment to dismissal, • Cooperation with different government and nongovernmental institutions in local communities is important, • The most important is cooperation with centres for social work, employment services when looking for employment, housing organizations when looking for accommodation, public institutions for health and education and different nongovernmental organizations which offer individuals psycho-social programmes for different problems (problems with drug and alcohol abuse, problems with controlling anger and violence, problems in partnership), • Voluntary counselling with volunteers-students is established to strengthen the individuals’ social net. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia THE BEGINNINGS OF BRIDGE PROJECT IN ZPKZ DOB Duration: 1st October 2011 – 31st October 2012 • ZPKZ Dob has provided the place for realisation of project’s activities (realisation of workshops, counselling), • We motivated the inmates to cooperate in project’s activities, • Meetings for social workers and project tutors once a month, • We gained two portable computers for realisation of the project. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia WHY BRIDGE? • During serving of prison sentences many different activities are organised for the inmates, but after that they are left to themselves, • Following the individuals during and after the serving of prison sentences is of great importance for a successful reintegration into society, • It is very difficult to follow the individuals after serving of prison sentences, • The project will bridge the gap between the serving of prison sentences and the period after. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia GENERAL AIMS • To improve qualifications of inmates and increase their competitiveness in the labour market, • To eliminate the reasons for the stigmatization of the inmates, • To improve efficiency of the existing practices (education, following the educational process), • To improve e-inclusion of the inmates. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia CRITERIA FOR INDIVIDUAL INCLUSION OF THE INMATES IN THE PROJECT BRIDGE • The inmate can be included into the programme only six months before the expiry of the sentence, • Weak social net of the inmate, • Unregulated conditions for life after release from prison: - unfinished school, - unregulated employment after release from the prison, - unregulated accommodation after release from the prison ↓ having regard to inmate’s consent or willingness to be included in the project www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia THE ROLE OF SOCIAL WORKERS IN ZPKZ DOB IN PROJECT BRIDGE We presented the project to all inmates • Individual work with inmates: - we did the introductory conversations with the inmates and presented the project Bridge, - we motivated them to join the project, - we chose a wider range of candidates, who were selected then according to the appropriate criteria for inclusion, - we selected the appropriate candidates and involved them in the project with their agreement, - all the time during the project we encouraged and motivated the inmates, - we monitored the presence and activity of the inmates in cooperation with their tutors. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia • Once a month we had meetings with tutors to get information about individual progress in the project, • We regularly checked reasons for not participating in the project and additionally motivated for further participation, • Inclusion of inmates in the project was also defined in the plan of the social inclusion before expiry of the prison sentence. All the time the social workers cooperated with tutors. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia • Group work with inmates: - once a month a workshop for all inmates in ZPKZ Dob, especially for those who were included in the project individually, - presentation of the workshops: personally and with the invitation on the notice board, - motivating the inmates to join the workshops, - monitoring attendance at workshops, - reception of the lecturers and our presence at workshops. www.bridge-euproject.eu

BRIDGE final conference October 25 – 26, 2012 Ljubljana, Slovenia FINAL THOUGHTS OF SOCIAL WORKERS IN ZPKZ DOB • The employees and the inmates in our institution have accepted the project Bridge very well, • Every additional qualitative project in the institution helps inmates to an easier serving of prison sentence, • We hope that the project will be continued in the future, according to its successful results. www.bridge-euproject.eu
