Networking the Nation It is a Commonwealth grants program providing over $400 million in funding to not-for-profit organisations to support activities and projects aimed at addressing a range of telecommunications needs in regional, rural and remote Australia. Part of this funding has been allocated to Local Government to support regional and rural local government authorities in using telecommunications to deliver improved services and benefits to their communities.

  4. Structure lgov-NSW In NSW there are 172 Local Councils of which 42 are metropolitan councils and 130 are country councils. The Lgov NSW represents all 172 local councils in NSW. In addition, 18 special purpose county councils with functions like 1 noxious weed control, 2 flood mitigation and 3 water supply and 8 regional waste boards are members.

NSW LOCAL GOV ASSOCIATIONS In essence there are 2 separate Associations: 1 The Local Government Association of NSW which includes 77 local councils, 3 county councils and 8 waste boards; and 2 The Shires Association of NSW which includes 96 local councils and 15 county councils. These Associations also have interests/relationships with: 1 Electricity & Gas Boards 2 Water & Waste Boards 3 more recently Telecommunications

  8. 6.10 SME Involvement It is NSW Government Policy to encourage the development of local Industry and to support SMEs The evaluation will favour tenderers that are prepared to contractually commit to supply chain management and using SMEs identified within their tenders and the value of the work that will flow through to SMEs

E-commerce 6.19 The NSW Government is dedicated to maximising opportunities for the electronic and on-line delivery of goods and services including monitoring of and reporting on the supply of contracted goods and services. The use of electronic commerce in government procurement is therefore actively encouraged. It is the intention of the NSW Government to move to purchasing progressively on-line to benefit NSW Government and its suppliers of goods and services 6.20 Tenderers are required in Part C1 to outline their present capabilities and services (if any) or future strategies in relation to Electronic Commerce. Tenderers should also indicate their willingness to work together with the Board towards electronic commerce in the administration and operation of the Standing Offer agreement.

  10. 12.1 Selection Criteria 12.1 Selection Criteria to be used: a Depth Knowledge - track record - individual expertise people involved b Resources & capacity to provide prompt, authoritative & appropriate services c understanding operating environment Lgov NSW & Local Government d demonstrated experience in providing services of the Category tendered e appropriate mechanism for avoiding or dealing with conflicts f quality assurance procedures g commercial/financial viability of the organisation h compliance with terms and conditions of the contract i competitive & cost effective cost structure demonstrating value for money

  11. Value of Graduate Involvement 1 An understanding of what the technical terms mean particularly for mandatory requirements 2 Knowledge & experience with latest technologies 3 Time to test and research applications 4 Propose projects for SME Involvement

  12. 3 projects identified to assist 1 Comparison MS Office Web files with MS Office ‘97, MS Office 2000 & MS Office XP - 3 graduates 2 6 month tender research to understand applications required - 4 graduates 3 Review tenders to identify potential projects with funding opportunities - 4 graduates - involve ASP strategy with telemarketing to SMEs to outline potential projects.

  13. Proposed Objective UTS Graduates for 2003 Business and jobs are changing. The projects/tenders are plentiful The funding for projects is available. The proposed Objective is that UTS Graduates identify 3 projects for local SMEs that may be suitable for funding.
