  1. Outline KPGUG Achievements GIS Existing Status KPGUG Objectives FGDC Application Agreement on Scope  Potential Products Participation Timeline Elements Action Items

  2. Vision- To look beyond the needs of the individual or entity, and leverage GIS for the benefit of all. Mission - The Kenai Peninsula Borough GIS User Group was established with the goal of bringing together local GIS Users and professionals to exchange information, technical expertise, and data. This group will also provide a common link to the larger Alaska Arc User Group.

  3. KPGUG Accomplishments Established in ‘07 Website Logo Community Building (project collaboration and streamlining) Basic Needs Assessment and Priorities Kenai Peninsula Data Survey Participation of from City, Borough, State, Federal, Utilities, Private and Nonprofit Agencies Matching needs of GIS users to Skills of GIS professionals Established Officers Established Treasury and Obtained Funding from Anchorage Arc Users Group Hosted one of six GIS day events in Alaska

  4. GIS Existing Status - Problem Statements 1. Safety to life and property     e.g., A burning house in Soldotna was not found until the roof blew off     Cause: insufficient digital data to locate the structure. e.g., Suicide in Homer left a 13 year old girl on the phone with 911 for an extended period of time     Cause: inconsistent data and overlapping street names in Homer.     e.g., Alaska Division of Forestry was unable to produce a map for the caribou hills fire for several hours     Cause: multiple nonstandard transportation datasets.

  5. GIS Existing Status - Problem Statements     2.   Redundant datasets     3.   Potential cost savings                 Improved maintenance, increased efficiency, improved planning efforts, incomplete datasets create monetary losses 4.   Improved access for non-GIS users     5.   Minimal communication between agencies                 No inter-agency GIS coordinator 6.   Ad hoc dataset development and non-standardized datasets     7.   Lack of coordinated expertise in large purchasing decisions     8.   Revolving turnover of GIS professionals 9.   Improper control for parcels and imagery    10.  One way data flow   11.  Legal liability

  6. Currently, KPB is the  primary data source for all agencies. Each departmental GIS has their own workflows and daily tasks and smaller agencies may not be able to support a GIS staff. Individually, it is difficult to move to enterprise system - time, budget, resources.  dependent on tax $

  7. Where are we? How do we go forward?

  8. Benefits of an Enterprise SystemIncreased Efficiency/ProductivityImprovement in the delivery of a service or productEliminating or reducing redundant or outdated steps in an old processFaster work, more units producedNew and innovative proceduresNew or improved analytical capabilitiesDecision supportCost AvoidanceLowering costs of a business process or operation (e.g., locating utilities)Automating workflow (e.g., paper based to electronic)Improving decision-makingFewer mistakesImproved Access to InformationTime-savingsInformed usersIncreased communication

  9. KPGUG 2009 Objectives Obtain Funding to develop a strategic plan to bring the collective agencies of the peninsula to the enterprise level Analyze Kenai Peninsula Data Survey to develop Priority Areas Develop an MOA to formalize participation and increase collaboration Use a pilot project to demonstrate community effort FGDC Develop technical working groups Develop policy steering committee

  10. FGDC CAP Program Grants 2009 NSDI CAP Category 7: Demonstration of Geospatial Data Partnerships across Local, State and Federal Government A primary goal of the National Spatial Data Infrastructure (NSDI) is to reduce redundancy and make available current and accurate geospatial data by leveraging data holdings across levels of government. Through activities of the National Geospatial Program (NGP), the U.S. Geological Survey (USGS) is working with Federal, State, Tribal, and local government agencies and the private sector to integrate transportation, structures, and boundaries geospatial data into a nationally consistent data model. Category 7 of the CAP seeks to document, share and promulgate best practices for integrating data across levels of government to serve as models that can be applied in other geographic areas.

  11. Develop the structure and procedures to organize!

  12. FGDC CAP CATEGORY 7 POTENTIAL PRODUCTS Define Current Processes Develop Improved Processes Extend Existing X.9 Addressing System to include the FGDC attributes and other fields to meet state and national map standards  Evaluate ArcGIS Server based geoprocessing solution to allow external contribution to the maintenance of addresses and roads. Evaluate geodatabase replication to improve maintenance workflows. Document Change Handbook Documenting workflows and procedures for maintaining  transportation data across organizations Consulting support covered for a 12-18 months

  15. Actions Items 1.    Approve Charter 2.    Finalize focus of FGDC proposal 3.    Draft resolutions of support for the City Council / Borough assembly to consider 4.    Formally enlist participants to be named as collaborators on the proposal. • Federal - USFWS,DOI,UDSA • State - DOT, DNR • Borough - Planning, CES, GIS, Roads, OEM • Municipal - Seward, Kenai, Soldotna, Homer, Seldovia • Tribal - Ninilchik, CIRI • Nonprofit - University, KWF • Private - Nuna Technologies, Alaska Map Company LLC • Utilities - Enstar, HEA

  16. Actions Items 5.    Who needs $ to participate? 6.    Draft letters of support or MOUs of cooperation? 7.    Quantify potential matching contributed by participating entities. 8.    Draft 5 page narrative for grant. 9.    Complete additional FGDC grant elements. 10.  Set realistic deadline for compiling the grant application considering holiday schedule. 11.  Get Letter of Support from USGS liaison Craig Seaver. 12.  Open Dialog with liaison at DOT.
