COTS Procurement strategy • Finnra’s procurement strategy to 2010 • ITS is included in Finnra’s procurement strategy • Services and equipment are bought from suppliers and contractors in competitive bidding • enable and enhance the development of market • The contents of competitive bidding is going to be published one year in advance • Aim to exploit “off the shelf” solutions/equipment where possible • Still not possible in large scale • Enhance development to well-defined solutions, if tailor-made to Finnra • Larger contracts are used to give incentives to contractors to develop services and systems • Functional requirements are developed • more freedom of choice for contractors • For example: standard EN 12966 is being implemented (VMS Functional requirements)

COTS Architectures, information exchange, quick wins • Finnra’s architectures are developed in similar way than European FRAME - however this does not produce any real interoperation of systems • more precise architecture needed? On what level this could be feasible? • Information exchange • Euro regional VIKING -program • Nordic Road Association, and other Nordic cooperation • Quick wins? • More cooperation in functional requirements would harmonize the market and enhance development and competition • technical standardization work would take longer time and lot of resources • Suggestion: CEDR State-of-the art of functional requirements of ITS ?
