  2. Aim Ensure the right learning provision - with a range of options on personalisation and choice - is in place to make a suitable offer to young people with additional support needs. From 16+ Learning Choices Policy and Practice Framework

  3. Remit - Evidence Focusing on the 2009/10 leaver cohort identify the range and type of provision that leavers with additional support needs are accessing and in what numbers (including case studies); examine the offers being made to individual young people; identify the reasons/issues for some of these young people not having an appropriate offer / moving into a negative destination; identify a baseline for this group of young people to be used to measure progress.

  4. Remit – Provision To: identify the leadership roles and strategic/operational partnership links required to ensure the right post-16 learning provision is in place for those who have additional support needs; develop coherent provision; identify the pathways for young people to progress from first step provision to further learning, training and employment; identify ways to bring support organisations and learning / employability providers together to improve progression for young people with additional support needs.

  5. Remit - Partnerships To: identify the processes and related partnership roles required to identify those with additional support needs eligible for an offer of post-16 learning; map the various funding streams (national and local) being used to deliver local learning, training and personal/social development programmes currently available as post-16 provision; identify other funding streams available but not being accessed; identify what more Scottish Government and strategic partners can do to support local partners to improve post-16 progression this group, eg issues to be tackled nationally, good practice sharing, CPD.
