2. These training slides have been created by the RECOS - Minh, Lynnette and Mark. They have been purposely designed to follow the sections within the standard SPCC Plans created by the RECOs and NWS HQ. You can download these slides and perform the training yourself for your staff. Contents include a Certificate page and attendance log You can also call your RECO for assistance. We will be glad to help in any way.

3. How to Run this training • Familiarize yourself with your SPCC. Have it signed. • Schedule a day when your MIC will be available to provide management show of support. If MIC can’t attend - then you must have them to kick it off. • This can take 2-4 hours, depending on the length of time for your spill drill exercise and the amount of discussion folks get into.

6. SPCC Applicability (40CFR112) • Non-transportation related facilities that: • due to their location, could reasonably be expected to discharge oil into or upon the navigable waters of the U.S. or adjoining shorelines; and • have a total underground storage capacity >42,000 gallons, or • have a total above ground storage capacity >1,320 gallons, or • have a single, above ground storage tank with a capacity >660 gallons • A copy of the 40 CFR 112 is included in the plan.

7. Management Commitment • Requirements (40CFR112.5) • Every 3 years • Within 1 year of a change in facility design, construction, operation, or maintenance. • Commitment • Full approval of NOAA and NWS • Signed by the Responsible Manager (e.g., DRO – Designated Responsible Official, MIC, OIC, and etc...). Someone with resources allocation authority • Commit necessary resources for its implementation

13. Part IV – Recommended Improvements • A list of recommended improvement prepared by the PE • Facility Designated Responsible Official is responsible for the implementation of these items • Work with your regional engineering staff and RECO to implement these items (e.g., plan, budget, and execute)

14. Spill Prevention & Control Preplanning • Review the SPCC plan at lease annually • Get to know your storage system (e.g, layout, shutoff valves, and alarms) • Know your operational procedures • Fuel delivery • Inspection & Maintenance • Training for new and incumbent employees • Recordkeeping – 3 years

Spill Countermeasure • SAFETY first – account for all personnel!!! • Know your spill kit location • Know your spill countermeasure as described in Part III or remember the SWIMS procedure • Stop the leak (e.g, shut the valve, shut off ventilation, shut off all ignition sources in the immediate area, and etc…) • Warn others (e.g, call for helps – cleanup contractors) • Isolate the area (e.g., rope off the area, divert flow catch basin with contents of spill kit, and etc…) • Minimize your exposure (e.g., PPE and stay upwind) • Standby to assist spill responders

Spill Reporting • General notification for all spill • Internal to NOAA only • Federal Notifications • Visible rainbow sheen on water • EPA within 60 days if greater than 1,000 gallons or 2 spills that cause visible sheens w/i a 12-month period. • State Notification • Typically 25 gallons on soil • Varies from state to state. 21. Spill Kit • Okay, let’s have some fun. • We’ll have a contained spill that we would cleanup with absorbent from a typical spill kit.
