Introduction
  • Importance of census data
  • Lack of fundings
  • Hesitation of international donors

I – Reports
  • Adaptation to the African context
ii current context in connection with requests for information
II – current context in connection with requests for information

UNFPA current priorities

  • 1970/1980, UNFPA was the leader of the technical and financial partners in the population and housing censuses and social surveys
  • Change of the priorities during years 1990 (health of the reproduction...)

Lower funds intended for the financing of the operations of population and housing censuses

The follow-up and evaluation of the DSRP and OMD

  • Significant Requests of the statistics through the DSRP and the OMD

Precise indicators, localization of the "hearths" of poverty

slide10

III – For an optimized approach

Reports carried out

  • Difficulties of setting up the alternative approaches of the Population and Housing censuses (in the short run)
  • Timid use of the technical innovations
  • Insufficient planning of the operations
  • Difficulties of the NIS
  • Cost factors of the census
  • Progressive Disengagement of partners funding changes of the UNFPA priorities
  • High demand of statistical data (DSRP and OMD) and specific indicators

OPTIMIZED Approach

slide11

III – For an optimized approach

Approach optimized bases on an optimal adequacy between the means and purposes

Optimization of the costs

Optimization of information

Overall coherence by considering the specific context to each country

  • According to the following major elements :
    • Simplification of the questionnaires and optimization of information
    • Use of the new technologies
    • Development of the administrative input
    • Set up a strategy of development of the statistic
slide12

III – For an optimized approach

The simplification of questionnaires: optimization of information

What do we wish to obtain?

Which result do we want to obtain?

With which ends?

  • Priority for the national needs
  • Importance of the regional and international comparability
  • Relevance of the subjects
  • Availability of resources

Need for selection

slide13

III – For an optimized approach

The use of the new technologies

  • Improve the times duration of exploitation, analysis and diffusion
  • Improvement of the methodology of location of the dwellings and regular update of the localised data
  • Centring of the activities and the trades (cartographers, demographers, statisticians) with a share of the experiments

The development of the administrative sources and optimization in the medium-term

  • Optimization of the PHC in the medium-term planning
  • Essential Condition for the appropriation of alternative approaches in the long run
slide14

III – For an optimized approach

Set up a strategy of development of the statistic

State membres are engaged in institutional reforms and development of NSDS

  • NSDS main subject in the building statistical capacities
  • To connect the objectives of development of the statistic, step and means of reaching them by an action plan

The NSDS is an opportunity for the census

  • A framework of assessment needs and priorities of statistics
  • A step for the strategic choice of the subjects
  • A framework of setting in adequacy of the priorities and resources
  • A framework of mobilization of the internal and external resources
slide15

III – For an optimized approach

Set up a strategy of development of the statistic

The NSDS allows the insertion of the censuses in a national program of collection and contributes to its optimization

Conclusion

The GPHC with its complexity must be planned, in a rigorous and strategic way.

Thus AFRISTAT decided to start a reflexion for an approach of optimization being integrated in the strategic planning of the national statistical systems by considering the reports presented and the African context.
