Strategic Objectives • Achieve higher level of compliance to laws, circulars and other statutes on good governance and disaster preparedness required of LGUs. • (Legal Objective) • Move people from passive concern to active and direct involvement in good governance and disaster readiness programs in their localities. • (Behavioral/Attitudinal Objective) • Showcase DILG achievements vis-à-vis 20 years of LGC, and LGUs’ best practices in good governance and disaster readiness. • (Educational Objective)

  3. Target Outcomes • Increased confidence of community on the LGU • Improved partnership of community and LGU • Improved awareness of communities on good governance and disaster preparedness • Greater appreciation of DILG programs and accomplishments

  4. Target Audience • LGUs • Media • NGO/CSOs • Local population • Other stakeholders

  5. Timeframe May to October 2011 (Culmination activity for 20 years of LGC)

  6. DILG Bus • Will be utilized as Communication Tool • Will serve as symbolic representation of NG/DILG bringing much-needed support to LGUs • Dressed up ala-Transformer with attractive sticker tarp and PA system • Loaded with IEC materials and volunteers

  7. Destinations • Pre-determined cities and municipalities • At least one per region (ideal)

Site Selection • Criteria for selecting destination • Preferably, regional center • Presence of counterparts/partners • Major DILG activity (PCF, LGSP-LED, • Full Disclosure, etc.) – logical reason • Presence of regional media corps • Most attractive for Manila-based (national) media to cover – communication point-of-view • Sound political environment • Security situation is normal

Event Scenario (in every site) • Arrival/Departure of DILG Bus with SILG on board (motorcade) • Show-and-Tell activities (drills, etc.) • Presentations of: • LGU best practices • DRRM plans • Etc. • Awarding of PCF to winner LGUs (June-July) • Launching of LGSP-LED Projects • Other appropriate rituals (TBD vs. local culture, resources, etc.)

Mobilization Strategy • Pre-Event • Create convergence: Mobilization of local counterparts and bring in agencies which can help LGUs, with DILG Bus as symbol • Planning and Coordination Meetings • SILG & barangay/local officials • Discussions on selected MDG Targets • Workshops to create plans-on-record (POR) • Local POCs • Local Development Councils • Local DRRMCs
