  1. NASA’s Contract Management Module (CMM) Project: What, Who, When, Where, Why, WIIFM Breakout Session # 608 Byron W. Butler, Deputy Director, MSFC Procurement, NASA April 12, 2006 10:45 – 11:45 NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  2. CMM CMM CMM - - - Contract Management Module Contract Management Module Contract Management Module What is CMM? • The CMM Project: Acquire a third-party Commercial off the Shelf (COTS) product (Compusearch - PRISM), integrate that product with NASA’s current ERP solution (Primarily SAP Core Financial) and thus provide NASA with a platform for future procurement e-biz applications. • The CMM Project includes the following functional areas: • Contract/Grant Writing System • Procurement Workload Management • Data Management • Contract/Grant Administration = Integration NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  3. The CMM Integration Challenge CMM Integration Points FedBizOpps CMM (Compusearch-PRISM) FPDS-NG NASA EPS EAI Integration Tool CCR/BPN/FedReg Interim PDWS SAP R/3 IFM / BW NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  4. CMM CMM CMM - - - Contract Management Module Contract Management Module Contract Management Module Who is doing this? • NASA’s Procurement Steering Committee Provides CMM Executive Leadership • Led by NASA’s Associate Administrator for Procurement (Tom Luedtke) and his NASA HQ staff and comprised of all Center Procurement Officers and/or Deputies • Approve and “own” the CMM functional requirements • Responsible for reviewing CMM changes that may impact requirements, cost, schedule or scope • The CMM Project team (physically located in Huntsville, Alabama) is staffed by NASA’s Procurement Community (all Centers engaged) • Generated CMM functional requirements • Conducted COTS software proposal evaluations • Established CMM Support Contract arrangements and formulated CMM Project Teams NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  5. CMM Project Teams NASA Civil Servant Teams Software Provider Compusearch • Software Configuration and Integration • Data Conversion • Template Development • Information Delivery • Training • Change Management Support Contractors SAIC,IBM, Mainthia, Digital Fusion NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  6. WHY?NASA-Wide CMM Survey Results NASA-wide employee assessment of number of hours worked per week in areas where CMM will provide significant efficiencies NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  7. Other Reasons Why… Benefits Desire to implement increased standardization of procurement documents across Agency and present “one face” to industry Standardization in Agency Procurement training and enhanced portability of contracts and personnel Need for more uniform, accurate and readily accessible data with standard procurement reports Need for software that is flexible enough in its configuration to allow Centers to maintain unique procurement policy and business processes Need to establish federal procurement specific software as the NASA e-biz backbone that can be relied upon to evolve with the profession and changes in laws/regulations NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  8. WHEN? CMM Timeline CY03 CY04 CY05 CY06 CY07 Q4 Q1 Q2 Q3 Q4 Q1 Q2 Q3 Q4 Q1 Q2 Q3 Q4 Q1 Requirements Definition Market Research RFI Software Acquisition Proof of Concept Phase Blueprint Phase Agency Rollout Planning Realization Final Prep / Go Live Wave 1 Roll Out Wave 2 Roll Out Product Stabilization – Wave 1 Product Stabilization – Wave 2 NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  9. Near Term NASA RFP’s and Contracts will be prepared from Agency-maintained automated electronic templates Consistency across NASA Currency of contract clauses assured Ease of review of - and response to - NASA RFP’s Efficiency in contract review and administration WIIFM? Long Term • Fully electronic Solicitation posting/retrieval and Proposal submission process • Fully web-based contract administration and management system including submittal of data requirements, modification processing and real-time financial management NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

  10. NASA’s CMM Project Questions? NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management
