  3. CWPPRA Projects • 142 active projects since 1991 • 81 projects completed – $417.76M; 76,804 acres benefited • Total cost of all projects (PPLs 1-17) - $840.28M • 1991-2019 LA CWPPRA Funding = $2.4B

  4. Current CWPPRA Activities • Construction – Six (6) projects are under construction that will benefit over 1300 acres. ($92.3M) • Construction Bidding – Ten (10) projects are in the construction bidding phase. These projects will benefit approximately 4200 acres. ($228M) • Engineering and Design – Thirty-seven (37) project are in design. If all are constructed, over 55,000 acres will be benefited. • Need Funding - 5 projects have completed design, but funding has not been approved. ($113M) • Completed - 4 CWPPRA projects were completed within the last 12 months. ($31.1M)

  9. $200 Million for Coastal Protection and Restoration • Act 203 of the 2007 Regular Legislative Session provided for: • $147.3 million in supplemental appropriations for the 2006-2007 fiscal year to the Louisiana Department of Natural Resources for the purpose of coastal restoration. • $52.7 million in supplemental appropriations for the 2006-2007 fiscal year to the Louisiana Department of Transportation and Development for the purposes of coastal protection.

LCA History and Milestones • May 1999: Louisiana Coastal Area (LCA) Feasibility Study initiated • Barataria Basin Study • Barrier Shoreline Feasibility Study • Hydrologic Model of the Barataria Basin • March 2002: LCA Coastwide Comprehensive Ecosystem Restoration Study initiated • February 2004: Administration requests the LCA Comprehensive Study be reduced to a near-term plan of projects that could be constructed in ten years • January 2005: Chief’s Report signed for LCA Ecosystem Restoration Program (“Near-term Plan”) • November 2007: Water Resources Development Act (WRDA) 2007, Title VII authorizes LCA Program

  16. WRDA Title VII LCA: Initial Projects WRDA Language • The Secretary is authorized to carry out the following projects substantially in accordance with the restoration plan. Modifications General- The Secretary shall carry out such modifications as may be necessary to the restoration features identified in the restoration plan. Construction Reports - Before beginning construction of any project under this subsection, the Secretary shall submit a report documenting any modifications to the project. • MRGO Environmental Restoration Features • Small Diversion at Hope Canal • Barataria Basin Barrier Shoreline Restoration • Small Bayou Lafourche Reintroduction • Medium Diversion with Dedicated Dredging at Myrtle Grove

WRDA Title VII LCA: Additional Projects WRDA Language • Feasibility - Not later than December 31, 2008 the Secretary shall submit to Congress feasibility reports on the following projects referred to in the restoration plan. • Construction - The Secretary… if a favorable report of the Chief is completed by not later than December 31, 2010. • Multipurpose Operation of HNC Lock • Terrebonne Basin Barrier Shoreline Restoration • Small Diversion at Convent / Blind River • Amite River Diversion Canal Modification • Medium Diversion at White’s Ditch • Convey Atchafalaya River Water to Northern Terrebonne Marshes

WRDA Title VII LCA: Additional Projects WRDA Language • Feasibility - Not later than December 31, 2009, the Secretary shall submit feasibility reports on the projects to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate. • Construction - The Secretary is authorized to carry out the following projects referred to in the restoration plan if the Secretary determines such projects are feasible. • Maintain Land Bridge Between Caillou Lake and Gulf of Mexico • Stabilize Gulf Shoreline at Point Au Fer Island • Modification of Caernarvon Diversion • Modification of Davis Pond Diversion
