The Improvements • Improved parking • Expand paved parking areas to include over 50 paved parking spots. • Enhanced picnic facilities • Enhance public picnic areas to include a covered pavilion and/or more shade trees. • Public Restrooms • Provide public restrooms with running water and flushing toilets. The Improvements (cont’d) • Marine pump-out station • Provide pump-out facilities to reduce the amount of waste being dumped into the lake. • Shoreline stabilization • Expand shoreline stabilization to preserve trees and improve the health of the cove. • New Marina Store • Room for more inventory and a more convenient location. • Enhanced recreation • Expand swimming opportunities, add peddle boats and canoes. The Improvements (cont’d) • Marina Lodging • Key opportunity for growth identified from day one • Allows for new revenue stream without adding significantly to our overhead • Drives increased boat rental and slip rental revenues • Provides out of town customers with convenient accommodations to enjoy our other services.   6. Marina Lodging The current zoning allows for lodging if either of the following are determined to be true: • Lodging is a “marina related activity”. • Lodging is a business “closely related” to the marina. Mountain View Marina Rezoning Meeting

  7. Marina Lodging - Examples There are dozens of marinas across the country that offer lodging. Here are some in our area: • Boundary Waters – Hiawassee, GA • Carter’s Lake Marina – Chatsworth, GA • Fieldstone Marina – Hiawassee, GA • Ocoee Marina – Benton, TN • Watts Bar Marina – Watts Bar Dam, TN Mountain View Marina Rezoning Meeting

Rezoning Request • Request that a new zoning classification be created within the Bear Paw Service District allowing for the inclusion of multi-family residential structures (e.g. condominiums). • Request that a parcel of Marina’s existing property, just the building footprint, be re-classified to this new classification for the purpose of building two 3 story structures with 5 units each. Benefits of Rezoning • Rezoning allows us to build a structure more suitable to the community. • Commercial construction can be expensive and time consuming especially in a County that is not familiar with the process. • If we cannot rezone, time and cost may force us to use pre-fabricated buildings to avoid commercial construction process. Benefits of Rezoning (cont’d) • Rezoning provides us financial relief to fund other projects. • Allows us the flexibility to sell some of the units to help fund other improvements that cannot fund themselves. • Maximizes community benefits. • Increased tax base • We estimate that the service district would see an annual increase of over $10,000 to its service district budget from condominium property taxes. Benefits of Rezoning (cont’d) • Changing commercial to residential • Any units converted to residential will almost certainly reduce the impact on the community over almost any commercial use of the property. • New Classification may be needed anyway • The new multi-family residential classification would lay the ground work for existing condo associations to join the service district. Condo Design • Design goal is to make each building look as much like a single family residence as possible. • Stairways will be hidden from the parking lot. • Two building design allows all units to have entry on the side of the building avoiding the 10 front doors look. • Rear decking will be built into the unit, not hanging from it. • Neutral colors (e.g. gray or brown) siding. • Still seeking more input on the the design.   13. Minimal Impact • Density issues • Marina is located in a remote corner of the service district and already attracts the commercial traffic. This project will not alter traffic patterns within the community. • Rezoning allows some units to become residential. Any transformation of property from commercial use to residential use would reduce the density. Mountain View Marina Rezoning Meeting

  14. Minimal Impact (cont’d) • Visual Impact • Rezoning will allow us to build a structure more suited to the community. • Proposed site is at the lowest buildable elevation on the lake. It will not obstruct the view of any of its neighbors. • Three-story structures are a common site in Bear Paw. • Two smaller buildings are less imposing than one super structure. Why not a restaurant? • Space • Restaurant would require a much larger footprint and much more parking than that currently set aside for the condos and more than we can spare. • Poor investment • You have what amounts to a 100 day season and a relatively small community. • Significant initial investment and a significant increase to our overhead costs. • Why hasn’t anyone else has done it in 30 years?
