  2. ASTM Nuclear Power Roadmap Presentation Objectives: • Briefly review ASTM Nuclear Power Roadmap. • Describe status of key interfaces from ASTM Roadmap as applicable to the objectives of NESCC.

  3. ASTM Nuclear Power initiatives ASTM Survey • Provided input to defining potential initiatives of importance to ASTM Committees. ASTM Workshop, Emerging Trends in Nuclear Energy:The Standards Component • Provided input to the ASTM roadmap for the civil nuclear energy sector via presentations and discussion from NRC (Offices of Nuclear Regulatory Research, Nuclear Reactor Regulation, and New Reactors), NIST and ASTM.

ASTM Nuclear Roadmap ASTM Nuclear Roadmap • Build on ASTM survey and Nuclear Standards Workshop. • Identify top priorities and opportunities in the commercial nuclear energy sector. • Encompass objectives of NESCC Task Group on Standards Prioritization. • Identify potential gaps and establish action plan to address each.

ASTM Nuclear Roadmap Importance of Roadmap to ASTM • Forms a self-sustaining nuclear energy focal point within ASTM • Strengthens alliances with other societies and international organizations • Provides increased understanding of profile and contributions in the nuclear energy sector • Means to identify gaps in current and emerging technologies and related standards, and basis for acting to address issues • Provides a basis for a comprehensive web-based clearinghouse of nuclear energy information

NUCLEAR ROADMAP OVERVIEW • Identifies near and long term goals via NESCC, ASTM survey, and Workshop. • Provides means for coordination with NESCC members with respect to those goals. • Basis for working with NRC, ANS, EPRI, NFC, et al. toward goal resolution. • Roadmap process is used to manage efforts including updates to goals and timelines.

  7. NUCLEAR ROADMAP OVERVIEWRoadmap Examples • Make ASTM Workshop notes available to NESCC members. • Upload ASTM Nuclear Roadmap to ASTM web-based clearinghouse. • Explore opportunities with NESCC members for joint initiatives, and act on those opportunities.

  8. NUCLEAR ROADMAP INTERFACES • US NRC • Held initial Workshop (June 2011); intent to coordinate plans for future workshops and to identify specific topics to address. NRC priorities from Workshop include: • Small-bore Piping • Pressure-Temperature Limit Curves for Nozzles • Instrument Calibration • Embrittlement Mechanisms

NUCLEAR ROADMAP INTERFACES (continued) US NRC (cont’d) Act on list of standards in NRC documents, ASTM Survey and NESCC action items with appropriate ASTM subcommittees: • Working through appropriate ASTM Committee and Subcommittee chairmen to prioritize and address identified gaps, and to solicit other input from subcommittees. • Produced prioritized list of ASTM standards in NRC documents for NESCC task group and provided to NRC. Sent most recent list of concrete standards.

NUCLEAR ROADMAP INTERFACES NFC (Nuclear Fabrication Consortium) • Shared list of NFC initiatives with Nate Ames and identified topics with potential synergies from ASTM/NFC collaboration. • Exploring SiC joining for nuclear fuel and SolGel corrosive coatings with ASTM Committees B10 (Reactive and Refractory Metals and Alloys), C26 (Nuclear Fuel Cycle). C28 (Advanced Ceramics) and D33 (Protective Coatings).

NUCLEAR ROADMAP INTERFACES EPRI (Electric Power Research Institute) • Working with Ken Barry through ASTM Committee and Subcommittee Chairmen to support EPRI initiatives. • Assessing areas with potential synergies from ASTM/EPRI collaboration. • Aging research on 15-Cr and 19-Cr alloys (ASTM C28) • Threadless couplers (ASTM D09.07 on Threadless and Rigid Insulating Materials)

(C01, C09, C28 and E07) • Ferritic and Duplex Stainless Steel piping for condenser tubing (A01.10) • Source Term for Small Modular Reactors (C26 and E10.05, NEI/NSSS Designers)

  13. NUCLEAR ROADMAP INTERFACES ANS • Identifying likely roles for ASTM C26 and E10 in collaboration with ANS. • Reviewing various aspects of nuclear fuel facilities, and power plant dismantling and decommissioning.

NUCLEAR ROADMAP INTERFACES ASTM Committees • Supporting resolution of NESCC member inquiries. • Soliciting member input on enhancements to ASTM standards that could improve safety and reliability of components (current and new plants designs). • Technology enhancements for material procurement, fabrication and testing, or instrumentation calibration and inspection technology.

  15. NUCLEAR ROADMAP INTERFACES ASTM Committees (continued) • Support NIST initiative on HDPE Piping for Nuclear through involvement of ASTM Committee F17 et al. members associated with ASTM Standards D2837, F2620 and F2880.

  16. NUCLEAR ROADMAP INTERFACES Nuclear Utilities • Possible future collaboration with nuclear utilities to promote use of newly developed technology (e.g., from ASTM, EPRI or elsewhere) into ASTM standards and application to operating or new commercial nuclear power plants.

NUCLEAR SURVEY – Results for new plant designs • For passive reactor designs (e.g., AP1000) consider: • Containment vessel coatings for thermal conductivity or coating weight; • Technology with respect to treatment of corrosion product buildup on coating. • Consideration of buried piping, modular design, torsional shear testing, and aging of coatings. • Consideration of component material specifications for international applications. • Assure clarity of interpretation by non-English speaking fabricator. • Consideration of specifications for new material applications • Cannot base performance on current plant experience.

NUCLEAR SURVEY – Results for operating plants • Consistency in citing standards between NRC, DOE, EPA and Homeland Security (Agreement States) • Consistency in use of current versions of ASTM standards in Nuclear Codes. • Review for updating ASTM specifications for: • Reagent water and for non-destructive fuel assay techniques. • Fracture toughness testing. • Nuclear fuel reprocessing and test protocols. • Neutron detector and radiochemical analysis technology. • High strength rebar.

NUCLEAR STANDARDS WORKSHOP – Participant Feedback • Should nuclear waste and fuel fabrication facility issues be considered by NESCC? • Process needed to ensure proper standards are always referenced in regulatory documents. • Conduct NRC/industry workshops on operating experience and industry research activities to assure use of the latest technology.

  23. NUCLEAR STANDARDS WORKSHOP – Participant Feedback • Need for NRC/ASME collaboration on construction codes, small-bore piping, high-temperature design, and liquid metal design. • Advanced reactors program established in NRC Office of New Reactors. Several applications are expected to be submitted in the next three years. • NRC looking at need for changes to regulatory processes • Evaluating both guidance and regulations • Including technical issues (safety and environmental)
