  1. Electronic Statement of Earnings and Leave (eSEL) NTEU Briefing June 24, 2010

Overview • Office of Management and Budget (OMB) has directed the National Finance Center (NFC) to make electronic delivery the default option for all serviced employees by the end of FY2010. • eSELs provide employees with the same information faster, more securely, at lower costs, and with less environmental impact. • eSELs are accessed by employees through NFC’s Employee Personal Page. • NFC plans to convert all Department of Treasury employees to eSEL no later than Pay Period 18/2010 (August 29, 2010). • Treasury requests any collective bargaining be completed by July 31, 2010 to allow for implementation on August 29, 2010.

  3. NFC Employee Personal Page • 82% of IRS employees are using Employee Personal Page (EPP). Only 6% are currently receiving eSEL. • EPP is a secure site which houses W-2s, SELs, leave balances, insurance information, and other miscellaneous data • EPP is available 24/7 and accessible from any computer (Work, Home, Library, iPhone, Blackberry, Kiosks, Business Centers) • Able to view payroll information as early as Monday before the official Thursday pay day • Option available to print SEL for unemployment compensation • Option for employees to “opt out” of electronic delivery and receive mailed paper copies of their SELs

  4. eSEL Implementation Plan and timelines • Phase 1: On-going • Employees will be encouraged to choose to receive their SEL electronically • IRWeb articles regarding benefits of eSEL • Notices to be included with paper SELs • All-employee email messages • Posters/flyers displayed in the workplace • New Hire Orientations • Work with business units to market eSEL in newsletters and websites • Work with Campus Site Coordinators to market eSEL to seasonal employees • Phase 2: Upon Issuance of Departmental Policy (June 2010) • The policy will be subject to I&I bargaining • Communications with employees through direct e-mail, IRWeb and the Employee Resource Center (ERC) website • ERC employees trained to respond to eSEL questions
