  2. Goals: ITSI Credential Project • Propose one or more infant-toddler specialist credentials for Indiana • Present the proposal on Sept. 30th to: • Bureau of Child Care • Indiana Association for the Education of Young Children

(Name) • Who will be eligible? • Voluntary or mandatory? • More than one credential? • What core knowledge or competencies should be required? • How will competencies be assessed? • What are incentives for getting the credential? • How will the credential(s) link with existing regulatory and service systems? • What training programs will help professionals in attain the credential(s)? • What organization will award and maintain records for the credential? • How will the credential system be funded?

National Infant & Toddler Child Care Initiative Our Mission is to work collaboratively with CCDF administrators and other partners in their efforts to help move forward system initiatives to improve the quality and supply of infant and toddler child care We work together to achieve the Vision that infants and toddlers experience high quality care in all settings, and their unique needs are addressed in early care and education systems.

  7. What do we mean by credential? The National Infant & Toddler Child Care Initiative has broadly defined the term credentialfor the infant/toddler child care workforce to include “any combination of requirements (training, courses, experience) that, when considered together, translate to formal recognition of individuals that work with infants and toddlers in child care programs.”

What are the goals or purposes? • Increase quality of care/education for infants/toddlers • “Acknowledge” the work/ Give value and recognition • Professionalize infant-toddler work • Help advance careers • Keep professionals’ knowledge consistent, current • Encourage renewal and continued education • Increase child development knowledge • Improve family support and education • Create a professional network to share resources • Reduce staff turnover • Build leadership and encourage professionals to share and educate others.

  16. What should the credential be called? (Name) • Infant-Toddler Specialist 1? • Infant-Toddler Specialist 2?

  17. Who will be eligible? • Available to anyone who can qualify

  18. Voluntary or mandatory? • Basic Credential: Required for all lead caregivers in licensed or QRS child care facilities serving children under 3 years? • Advanced Credential: Required for First Steps service providers? CCRR Infant-Toddler Specialists?

  19. More than one credential? • Basic Level Credential • CDA (Infant/Toddler) or equivalent 12 credits/training hours in specific competency areas • Supervised experience- direct contact with infants/toddlers (1000 hrs?) • Documented professional involvement • Advanced Level Credential • Degree in CD/ECE or related field (Associate or Bachelor?) including 24 credits in specified infant-toddler competency areas • Additional supervised experience (2000 hrs?) • Documented professional involvement/leadership • Evidence of specialized knowledge about infants/toddlers • Include a renewal provision

  20. What core knowledge or competencies should be required? (see handout) • Infant-Toddler Development • Relationships • Learning Environments & Curriculum • Assessment & Evaluation • Diversity & Inclusion • Understanding & Guiding Behavior • Professionalism (Include reading/writing competency)

  21. How will competencies be assessed? • Written application (assess literacy) • Transcripts or certificates for degrees, credits, CEUs in approved college courses or training programs • Documented supervised experience records • Portfolio for specialized knowledge (advanced credential)

  22. What are incentives for getting the credential? • Cash incentives? • Enable program to increase level in QRS system? • Eventually required in licensing rules? • Required for First Steps provider certification?

How will the credential(s) link with existing regulatory and service systems? • Approved courses from colleges and universities • Approved training programs– Better Baby Care, in-house program trainings • Build into QRS • Build into state licensing rules • Build into First Steps certification requirements

  24. What training programs will help professionals in attain the credential(s)? • ITSI Distance Class • Existing training programs, degree programs, and college courses are evaluated for match with competencies • Applicants may submit documentation for other training or education

  25. What organization will award and maintain records for the credential? • Indiana Association for the Education of Young Children? • College or University? • Bureau of Child Care? • Department of Education? • Department of Labor?
