Purpose of Program The purpose of the University Reactor Infrastructure and Education Assistance Program - Reactor Fuel Assistance Program is to provide fresh nuclear reactor fuel to U.S. universities at no, or low, cost to the university, to promote nuclear engineering education and related research and development. The title of the fuel remains with the U.S. government and when universities are finished with the fuel, the fuel is returned to the U.S. government.

The URFA Program • Funded by the Department of Energy - Nuclear Energy division • Managed by DOE-ID • Contracted to the INL’s Management and Operations Contractor - Battelle Energy Alliance • Program has been at Idaho since 1977 • INL subcontracts with 26 U.S. universities to supply fresh nuclear reactor fuel for operations • Some have recurring needs for new fuel • MURR, MIT • UC-Davis, Rhode Island, Massachusetts, Penn State, Texas, NC State

7. 2007 Accomplishments • Provided fuel to maintain university reactors with sufficient fuel to operate at current power levels - MURR, MIT • 1 shipment of spent nuclear fuel from Texas A&M • 2 shipments of spent nuclear fuel from MURR • 1 shipment of spent nuclear fuel from MIT • Preparations for 1 shipment of spent nuclear fuel from Purdue University • Preparation of Request For Proposal for new spent nuclear fuel cask to replace the BMI cask • Publication and delivery of the quarterly TRTR newsletter • Preparation of the Nuclear Engineering Education Sourcebook

8. 2008 Forecast • Provide fuel to maintain university reactors with sufficient fuel to operate at current power levels - MURR, MIT • Ship spent nuclear fuel from MURR • Ship spent nuclear fuel from MIT • Publication and delivery of the TRTR Newsletter – University of Florida • Replace BMI spent nuclear fuel cask • Replace DOT 6M fresh fuel shipping containers for MURR and MIT fuel shipments
