  2. EP september 2007 • “The lack of State commitment (and the reaffirmation of their sovereignty on the national airspace) was criticized” • A normative approach (top-down approach) was suggested. It was also proposed that Eurocontrol make a proposal. (ANSPs were not pointed out as responsible.) • SES progress has been painfully slow particularly in regards to the FAB extension to lower airspace. “Patience is running out and action is needed urgently”.

  3. Jacques Barrot • States: that the bottom-up approach has (partially) failed. However it will not be withdrawn. The EC is preparing mechanism to strengthen the ANS performance and on FAB implementation.

Identify and evaluate thecomplexity of establishing FABs (1) • Political • States not buying in at all, lack of commitment • Interference in preferable operationnal solutions • Military • Military requirement (sovereignty, security) • Missing european compétence (FUA) • Legal • Liability • ANSP Status/governance • Need for more accurate definitions & rules ?

  6. Identify and evaluate thecomplexity of establishing FABs (2) • Social • Mobility issues • Customer (Airlines) • Unrealistic expectation • Lack of knowledge • Time scale

How can we communicate these difficulties to all players? • What is our clear message towards industry, States and EC ? • We do not have a clear message (compared to the airlines) • What do we need from industry, States and EC to realise FABs ? • States should act • More definitions are needed
