SESAR Structure The Definition Phase produces 6 Milestone Deliverables: • D1 Current Situation  • D2 Performance Target  • D3 Definition of the future ATM target concept  • D4 Selection of the best Deployment Scenario = in progress • D5 Production of the ATM Master Plan • D6 Work Programme for 2008-2013 ETA: March 2008 Starting 3/2008: The Implementation Phase as SESAR Joint Undertaking. The European Commission urges to invest into the JU and promisses on its homepage “Voting Rights and Influence“ in return.

GA´s Objectives in SESAR • Continued Access to Airspace, GA-Ghettoisation must be avoided • Affordable, beneficial Avionics and Procedures • Integrated Pre-Flight Planning • Access to inflight weather • SBAS/EGNOS supported IFR-Approaches, following the WAAS example, after 2010 • Surveillance via ADS-B -Out and if desired ADS-B–In, to allow Phase out of Radar after 2020 • Digital Radios in 2020 instead of 8.33 Analogue Radios in 2012 (ongoing battle between GA&MIL vs. ANSPs) • Long Term Safety on Investments is fundamental

  5. Cost for GA in SESAR Within the General Aviation community, two subcategories have been identified: (1) GA IFR and (2) GA VFR. For IFR the ‘structural’ avionic package includes advanced aircraft communications capabilities (ADS-B in/out, access to SWIM). It also includes an ‘incidental’ package containing SBAS based navigation. VFR includes a ‘structural’ package consisting of advanced communication capabilities, GNSS based navigation capabilities and a ‘squitter’. Table Unit Cost per aircraft

Cost-Benefit Findings for GA • For the IFR GA, the case is likely to be always negative …, the result is due to the lack of significant benefits as well as difficulty to quantify some their specific benefits. • 17 k € investment until ~ 2020 • For VFR GA, no benefit has been monetised and there are mainly only costs. • 6 k € investment until ~ 2020 • GA´s benefit is non-monetary: Safety, Access to Airspace and Facilitation of Operations Deliverable 3, Chapter 4.3.4. Civil Airspace Users Results

  7. GA´s problems in SESAR • Will GA get a financial compensation? • Like in Australia, where ADS-B equipment is given to GA for free. The Huge Financial Benefit achieved by Radar Phase Out is used for compensating GA • Airlines want all the benefits, but they avoid any extra cost, i.e. compensation payments for disadvantaged GA • Airlines, ANSPs and Industry have a majority of voting rights in the SESAR Excom and the SESAR JU • Still unclear how the safety benefits will come into our cockpits, via which enablers. To solve these problems is the challenge of D4, the “Deployment Secenario“ of SESAR

  8. Our way ahead in SESAR • IAOPA is aware of both problems & opportunities. We are prepared to continue in SESAR via engagement in the workpackages, the User Advisory Board and the Executive Committee • Without adequate benefits for GA, IAOPA will not accept any outcome • Europe can´t allow SESAR to fail • Europe needs “the buy“ in of GA, so it has to aim for a “fair and symmetric cost/benefit distribution“ • Airspace Users intend to continue jointly in the SESAR Joint Undertaking via the “User Advisory Board“
