  3. What is ICIS? & its objectives Integrated Computerized Information System (ICIS) is an ambitious project being implemented as one of the components of MWSIP. It was conceptualized to achieve the following objectives: • Providing IT infrastructure up to Division / Sub division level & Improved efficiency of administration • Enhanced services to citizens and farmers • Improved data connectivity • Better water resource management by providing data related to the availability and demand of water

  4. ICIS Vision • To harness technology to transform WRD into a modern and service driven department through better collaboration, efficiency and effectiveness; and to make it a focal point of reference for information on matters related to water resources in Maharashtra.”

  5. Benefits to Water Resources Department • Availability of all requisite information to decision makers • Standardization of processes • Improvement in efficiency • To improve service to citizens and farmers • Proper & economical use of available resources.

Benefits to citizens/farmers Citizens/farmers will get following information/services through WRD website: Information: • Project wise reservoir status, water entitlement and rotation schedule • Released flood discharge, flood alerts, status @ strategic locations • Information about water user associations (WUAs) • Water tariff, circulars, notifications, reports • Proactive disclosure (as per RTI) of each office under WRD • Budget allocation and expenditure • Legislative questions and answers Online services: • Application for water • Receipt of pass for water, bill and payment for water charges • Filing grievance and checking the status of application • Status of one’s land acquisition or rehabilitation • Download various forms e.g. RTI application

Approach for ICIS Implementation WRD has appointed PricewaterhouseCoopers (PwC) as Project Management Consultants for this initiative. • Scope of PWC • Mapping different Business Processes ( AS-Is Study) • Business Processes Re-Engineering. • Conceptualization of an ideal IT Solutions • Overall project management of ICIS. • PwC shall assist WRD in every aspect of ICIS not even up to “Go-Live” but also during sustenance period of 18 months.( Overall Contract Period 77 Months)

Components of ICIS • Development of Management Information System (MIS): • Existing WRD processes have been studied & re-engineered • The processes are divided into 8 functional areas and 34 modules. • MIS is being developed by M/s Wipro Ltd • Providing IT infrastructure for WRD offices: • IT infrastructure consists of network equipments and user level hardware • User level hardware (desktops, printers etc) is required for day-to-day use of MIS and other departmental work • WRD offices require network connectivity in order to use the MIS • It will be achieved by connecting WRD offices (up to division/sub division level) to MSWAN

Key Features of ICIS • Scalability-System will handle increasing requests without adversely affecting response time. • Security- End-to-end security blanket is provided to protect applications, services, data & IT infrastructure as per security standards - Secured login - Role / Rule based login to particular modules / services - Types of Access Rights 1. Create 2. Read 3. Update 4. Delete User will not be allowed to access forms / report / database beyond his rights. • Digital Signature - System will ask for digital signature for user who intends to create / approve /delete / update the data. • Language Support - English + Marathi (through unicode) • Payment Gateway :for receipt of Online payments • On line help desk.

Data Digitization • Data digitization means entering various legacy data & current data into prescribed data tables, forms / templates & its validation. • Legacy Data Digitization : Responsibility of WRD • S/W developer shall provide necessary training for data entry. Master data will be created in one module e.g. names of all corporations, circles, divisions etc. & it will be auto populated in remaining modules. • Data digitization will be carried by department personnel. • Data protocol will be finalised. i.e. for data to be entered in the system, data entry points will be defined & its validation shall be done by next higher office.

  28. Awareness for ICIS • In view of ‘e - Governance plan, it is decided to implement the ICIS project in the Govt. of Maharashtra. This system is being undertaken for easy and quick retrieval of information for effective decision making. All the WRD offices, from the top to the bottom most level (Mantralaya to sub divisions) are going to be connected through ‘ Intranet’ in order to facilitate less paper working of the Water Resources Department. • The objective of ICIS e-Bulletin is to provide a forum for exchange of information on the present status of system & recent developments.
