ASIA PACIFIC INPUT TO WTSA-08 • THE TWENTY NINE CONTRIBUTIONS – APT COMMON PROPOSALS (ACPs) COVERED: • T’comms standardization for developing countries (Revised Resolution 17) • Accessibility for persons with disabilities (New Resolution 70) • Responding to the challenges of numbering system evolution & convergence with IP based networks (New Resolution 60) • Authorization for TSAG to act between WTSA's (Revised Resolution 22)

WTSA-08 OUTCOMES – HOW DID OUR REGION FARE? • TWENTY NINE ACPs - the largest submission to a WTSA from our region • EXCELLENT RESULT: OF THE TWENTY NINE ACPs: • Twenty four accepted as proposed; or substantially with minor modification • One merged with another ACP • Three not accepted – but principles of ACP resulted in satisfactory outcomes for two • One withdrawn after consultation at WTSA

WTSA-08 OUTCOMES – HOW DID OUR REGION FARE? • OUR REGIONAL VIEW IS: • Respected & sought after • A major influence to decision making • Driving BSG initiatives & outcomes • WE DROVE DEVELOPMENT OF: • New Resolutions for: ICTs & Climate Change, Number Hijacking, Accessibility for persons with disabilities, Responding to challenge of evolution of numbering systems & convergence with IP based networks • Revised Resolutions for BSG, Gender, Technology Watch, Spam & Cybersecurity

  8. BUTWHERE TO FROM HERE – HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT?

HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT? • WE NEED TO BUILD ON THE UNANIMOUS ITU MEMBER BSG SUPPORT • RESOLUTION 44 CAN BE (& IS) THE CATALYST • WE SHOULD BE DRIVING & PROPOSING WAYS TO IMPLEMENT RESOLUTION 44 & THE ACTION PLAN: ITU-T & ITU-D • NATIONAL & INTERNATIONAL SOLUTIONS

  10. HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT? • TAKE ADVANTAGE OF EVENTS LIKE THIS – BOTH IN AND OFF LINE TO NETWORK IDEAS • DAY 2 OFFERS A REAL OPPORTUNITY: ALL SESSIONS, 6 & 8 PARTICULARLY • PROPOSE SOLUTIONS, JOIN THE DEBATE & CONTRIBUTE TO THIS FORUM & WORKSHOP

HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT? • SOME SUCCESSES: • Resolutions 44 (WTSA) & 123 (PP), & Action Plan established • Free access to ITU-T Recommendations • Guide: Considering end-user needs when developing Recommendations: http://www.itu.int/oth/T0A0F000003/en • Technology watch availability: http://www.itu.int/oth/T23/en

HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT? • SOME IDEAS: • Leverage from our regional preparations for PP-10 • More ITU & APT cooperation and joint activity will: optimize efforts & resources, reduce overlaps, widen knowledge base & access to information • Think outside the square

  13. HOW CAN WE IMPLEMENT THE WTSA-08 OUTCOMES TO MAXIMIZE REGIONAL BENEFIT? • SOME IDEAS: • Build on what we know so far • Take advantage of training & learning opportunities: • ITU & APT events (Fellowship opportunities) • The ACMA/ITU International Training Program • Network with fellow bodies • Establish overseas contacts/knowledge base • Overseas visits/relationship building

LINKAGE WITH PP-10 PREPARATIONS • We can be stimulated through considering the necessary changes to PP Resolution 123 • WTSA-08 Resolution outcomes 44 will feed in to PP-10 • APT PP-10 Regional Preparations: • CG5 – Telecommunication Development Sector Issues (Vietnam India, Malaysia) • Liaison with other Regions for initiatives and proposals
