  2. 2008/09/10 Defense Grants • OTTED awarded $2.25 M DRGs and DIGs on September 30, 2008. • Ten DRG awards totaled $750,000. • Seven DIG awards totaled $1,500,000. • All appropriated funds were fully utilized. • Both DRG and DIG programs will use contracted judges in the future. • 2009/10 appropriations of $1.5M include: • DRG $ 850,000 • DIG $ 500,000 • MBP $ 150,000 • Suggestions for RFP improvements are welcome and encouraged. Email to Rocky and Juliana. • Expect Defense grants RFP in June after GAA signed.

  3. Florida Council on Military Base and Mission Support • 2009 Florida legislature passed SB 2322/HB1721 creating said Florida Council. • Senator Gaetz and Rep. Murzin led the effort. • Awaiting Governors approval and signature. • Designed to enhance Florida support to the existing military structure. • Membership included nine Council Members • Governor – 3; Senate – 3; House – 3. • OTTED to provide administrative support. • Four sets of tasks in legislation.

  4. Department of Defense Force Restructuring • SecDef systems procurement recommendations may be altered by Congress. • DOD and all military services continue facing severe budget constraints. • Growth and ‘Resetting’ the Army and Marine Corps will cost billions. • Florida impacted by many DOD recommendations (F-22, C-27J, Tanker, Mayport ship basing, military space issues). • Expect internal military service reorganizations. • Possibility of a future BRAC round remains real.

  5. BRAC 2005 implementation, funding, and growth management. • BRAC 2005 implementation continues at NAS Jacksonville and Eglin AFB. • Army SF cantonment construction has commenced. • AF F-35 program partially underway. • Supplemental EIS for F-35 due in Sept 2010 • Tri-County JLUS due in October 2009. • Federal support for growth may be required.

  6. NS Mayport nuclear port capability/Nuclear Aircraft Carrier Homeporting. • Navy draft Environmental Impact Study (EIS) on future ship basing at NS Mayport released 3/28/08. • Navy EIS Record of Decision (ROD) selects Mayport as second East Coast nuclear carrier port. • Senators Nelson, Martinez and Congressman Crenshaw continue strong support. • Sec Def, SecNav and CNO on record continuing support for ROD. • Significant Virginia delegation opposition. • Partial funding required for construction and dredging in DON budget ($100 M). • SecDef has placed this issue before the Quadrennial Defense Review (QDR). Recommendation expected late fall or early 2010.

  7. Navy EIS for Undersea Sonar Range • Navy EIS evaluating an underwater sonar range 50 miles off the Jacksonville coast. • Consists of 500 miles of undersea cables connected to NS Mayport operated from the base. • Navy investment for this range approaches $100 M. • EIS completion, review and ROD expected in 2009.

Eglin AFB BRAC Implementation EIS, AF and Army growth planning ongoing. • Air Force draft Environmental Impact Study (EIS) released for public comment in April, 2008. • Initial public hearings conducted during April. • Eglin AFB EIS Record of Decision pending at HQAF. • Significant concerns exist about noise impact from the introduction of the F-35 in 2011. • City of Valparaiso opposing proposed options as inadequate, and has sued the AF for BRAC data. • Initial 7th Special Forces Group MilCon preparations due completion by Sept 2011. • Primary Army siting option is west of US 85 opposite Duke Field. • Recent BRAC stakeholders meeting concerning local impacts with military, county, legislative, and EOG leadership was very productive.

  9. NW Florida Airspace and Gulf Range utilization • The Gulf of Mexico is utilized by the AF and Navy extensively for air, surface and sub-surface training and development activities. • The F-35 – Americas newest fighter - will conduct US and International Training at Eglin AFB. • F-35 will be louder than current F15 or F18. • New noise profiles created community issues. • The new large commercial airport at Panama City will complicate airspace usage issues. • Airspace management in this area is a major concern of AF, Navy and FAA. • A Gulf Regional Airspace Strategic Initiative (GRASI) planning project is funded and will commence operations soon. • FDA will be represented on the GRASI Executive Steering Committee. • Next ESC meeting in Atlanta on June 25.

  10. Encroachment near Florida military facilities • Developers throughout Florida value land near military bases. • Restrictions to development concern both noise issues and crash zones off ends of runways. • Present or foreseeable encroachment issues exist at thirteen Florida military installations. • FL House completed an Interim Study of ‘Encroachment and the Military in Florida’ last year. • Growth Management legislation in 2009 focused on economic stimulation. • FDA committee encroachment and noise attenuation recommendations will be pursued in 2010.

  11. Southern Command Headquarters state land and building construction program • US Southern Command has requested and received state lands for construction of a new Command Headquarters in Doral. • This issue was pending for several years awaiting federal military construction funding. • FY07 DoD budget contained $287M for this project. • State land issues were approved by Governor and Cabinet in March 08. • An additional 15 acres was added per personal request of SouthCom commander to Governor Crist in August 07 at first Military Leaders Forum (MLF). • New SouthCom HQ is under construction in Doral, FL.

  12. UCF Modeling and Simulation Complex Security and Partnership III building funding. • UCF hosts the military services modeling and simulation development and acquisition agencies in Orlando. • Some of them are housed in state funded buildings…Partnership I and II. • New DoD security guidelines require upgraded anti-terrorism security capabilities. • Florida appropriated $9.1 M for this security upgrade. • Proposed Partnership III building to allow expansion of military M&S capabilities was also funded this year for $20M. • The M&S security project contract was awarded to Orange County Research and Development Authority on November 20, 2008 by EFI. • Preliminary design at 75%; alternatives being explored.

Africa Command Headquarters location possibilities • President Bush authorized US Africa Command in October 07. • Current location is Stuttgart, Germany; staff of 200. • First Commander is an Army General. • Deputy Commander is a DOS Ambassador. • They have visited over 30 African countries in first four months. • DoD explored the possibility of an African continent headquarters, but this remains unlikely. • A Headquarters in US is a possibility. • Atlanta, Charleston and Jacksonville have been floated as potential HQ by interested parties, not the military. • EFI has made initial contact with Army executives concerning this potential opportunity for Florida. • New administration has not yet acted upon this topic.

  14. Nature Conservancy statewide services to support Military Bases and Environmental protection • EFI learned The Nature Conservancy (TNC) services which assisted the creation of the NW Florida Greenway were done under subcontract from a Defense Reinvestment Grant (DRG). • Statewide services of this nature would assist other bases with similar encroachment and conservation initiatives. • OTTED/EFI awarded a one year consulting contract to TNC for such statewide services for all major bases in March 08. • TNC is undertook identification of critical areas of encroachment and conservation concerns at 10 major bases. • TNC report ‘Ecological Assessment of Potential Conservation Opportunities for Military Base Buffering in Florida’ delivered. • Report available at FDA meeting; will be delivered to 10 bases assessed. • Other TNC services to bases will continue dependent upon available funding.   15. LambdaRail projects in Pensacola and Okaloosa County • LambdaRail is essentially a high speed, high capacity internet capability primarily used for large university or defense research projects. • Existence of this capability draws other economic development projects needing such a capacity for rapid high volume information movement. • Two defense grant initiatives will expand LambdaRail capability in Pensacola and Okaloosa County. • These projects combined approach $1M from past defense grant funds. • UF received a DoD $30M earmarked appropriation for engineering projects associated with Eglin AFB.

  16. 2008 Haas Center Project and New Defense Industry Study Initiative • UWF Haas Center last updated the ‘Florida Defense Industry Economic Impact Analysis’ in January 2008. • Requirement exists for a follow-on project to better define the commercial defense industry in Florida. • UWF Haas Center assisted with Scope of Work development. Local EDO requirements and support have been incorporated. • An update of the 2008 Haas Study and this additional project will be proposed for funding in 2010.

  17. New Air Force Tanker Update • DoD awarded contract for the new AF tanker aircraft to Northrup-Grumman and European partners (EADS). • Boeing protested award. • GAO investigation upheld the Boeing protest. • Issue really is jobs… for the NW (Seattle) or SE (Alabama and Florida). • DoD canceled the AF Tanker competition. • Currently no funding for AF Tanker program in 2009. • SecDef stated AF will recompete this contract this year.

Governor’s Military Leaders Forum (MLF) and Base Commander’ Meetings • First Governor’s MLF held on August 21, 2007. • Principals include Governor Crist and the senior Military officer in Florida from each military service. • Appropriate agency heads in attendance to field/report on issues. • Governor Crist’s second MLF was conducted on April 9, 2008. • EFI and Space Florida leaders attended. • OTTED will reinstate Military Base Commanders meetings on a quarterly basis at OTTED level early in 2009.

  20. Jacksonville Noise Regulation Issues • City of Jacksonville encroachment and noise abatement regulations came under local development and land owner criticism. • Primary area of concern was west Jacksonville near Cecil Field. • Existing regulations, approved by Navy, were enacted one year ago. • Public meetings raised considerable opposition to existing regulations. • City Council closely coordinated with the Navy and reached an acceptable agreement concerning revised regulations. • Terrific example of military/community communications and cooperation over a difficult problem.

  21. Coast Guard basing of UAVs. • Unmanned Aerial Vehicles (UAV) will bring superb additive capabilities to Coast Guard. • Ship board or land basing being considered. • Land based maintenance facilities may be needed. • Large Coast Guard presence in Florida should make us an attractive location. • Emery Riddle University supporting UAV aeronautical programs and CG presence. • Use of UAVs in controlled airspace has significant FAA concerns.

  22. SOC South HQ vs. Migration Contingency and Disaster Response capability • A hanger on Homestead AFRB is currently leased for migration contingency operations and disaster response capability. • SOC South needs land (and facility) for a HQ and operating facility. • Miami-Dade and Army are finalizing a lease of approximately 50 acres to meet needs. • SOC South could bring a $30M construction project to this location.

  23. National Iraq-Afghanistan Deployment Impact Fund (IADIF) Community Foundation Grants • Miami-Dade, Jacksonville and Venice have each received $5 M anonymous grants to assist homeless programs. • Purpose: To assist and support military personnel and their families … with the personal challenges they face as a result of their service in Iraq and Afghanistan. • Local Community Foundations are the mechanism to administer this new initiative. • Diana Gonzalez will serve on the Dade Community Foundation Advisory Committee.

  24. Navy Fourth Fleet Headquarters Activation. • Navy Fleet designations … 2nd – Atlantic, 3rd – E. Pacific, 6th – Med, 7th – W. Pacific, does not include a fleet for Central/South America. • 4th Fleet Headquarter creation was announced by USN on April 24, 2008. • Location is to be Naval Station, Mayport, Fl., effective July 1, 2008. • First Commander, 4th Fleet is RAdm. Kernan, USN, dual hatted as Naval Forces Southern Command. • Eventual ship assignments to 4th Fleet may increase NS Mayport ship numbers.
