Florida Base Commanders’ Meeting • Governor Crist directed OTTED to assemble state agencies with military base commanders from installations in Florida and enrich the relationship between the state and the military in order to: • Protect vital national security interests • Enhance Florida’s defense economy • Provide family support and address quality of life issues for servicemembers in Florida

  5. Florida Base Commanders’ Meeting • Base Commanders focused on four areas: • Encroachment/Land Use • Transportation/Infrastructure • Energy • Quality of Life/Family Support

Florida Base Commanders’ Meeting • Encroachment/Land Use: • Develop or enhance growth management laws which: • Ensure comprehensive plans and plan amendments adhere to input from nearby installations, • Prevent development in crash/accident potential zones, • Prevent growth in incompatible noise areas, • Protect training/overflight routes, • Require real estate disclosures to buyers and developers of nearby military activities and impacts, and • Implement sound attenuation standards • Fund Florida Forever – support DoD Readiness and Environmental Protection Initiative (REPI) * Florida Forever not funded in 2009/10

Florida Base Commanders’ Meeting Transportation/Infrastructure: Commanders feel no mechanism exists for meaningful coordination between state and military officials and desire greater representation at state and regional transportation planning meetings Provide funding to support increasing demand on state roads due to BRAC related growth at Eglin AFB and the homeporting of a nuclear aircraft carrier at NS Mayport Immediate Action: Secretary Kopelousos and district heads to meet with Base Commanders in their respective areas * ARRA funding for Florida: $250 million through DoD; $4.5 million through DMA/FNG; SR/85 overpass

  8. Florida Base Commanders’ Meeting • Energy: • The Florida Public Service Commission’s proposed Renewable Portfolio Standard (RPS) is good for DoD. Military installations can achieve the federal mandates for renewable and alternative energy development through: • Ratification of proposed rule for Florida Renewable Energy Portfolio • Renewable energy projects and markets • Investment and production tax credit extensions along with accelerated depreciation schedules • Establishment of Public Benefit Funds to support renewable energy development • * SB 1154 died in Committee

Florida Base Commanders’ Meeting Quality of Life/Family Support: Eliminate or reduce any license reciprocity barriers for family members on military orders and eliminate or minimize associated fees Implement a statewide ban of substances sold off-base to servicemembers which contain synthetic THC known as Spice or Dream Continue implementation of the Interstate Compact on Educational Opportunity for Military Children * first telephonic meeting of state council held Adjust Bright Futures to assist military families in certain circumstances Encourage child care facilities in Florida to obtain DoD accreditation to receive federal subsidies for the families and the facilities Address affordable housing/geographical bachelors

  10. Florida Base Commanders’ Meeting Base Commanders provided OTTED a report covering topics addressed during roundtable and breakout discussions. The report identified “low hanging fruit” for possible legislative action. Governor Crist and state agencies will continue communicating with Florida’s military partners to address the growing needs of military installations and military families in our state. Reaffirmed that building on Florida’s reputation as the most military and veteran friendly state is good for national security and for Florida’s defense economy.

  11. Additional Outreach and Updates Governor sent letters to President, SECDEF, and SECNAV supporting the Navy’s decision to homeport CVN at NS Mayport. Copies were sent to Senators and local members of Congress Governor sent a letter to SECDEF supporting full funding for the C-27J Spartan JCA project. Governor signed the Military Community Covenant reaffirming the strong relationship between the state of Florida and the military. Governor held a townhall meeting at NS Mayport in April to address economic development, education, and other issues with local military and civilian residents.

  12. Additional Outreach and Updates Next Florida Base Commanders’ Meeting will likely be held in late summer or early fall. In the meantime, I will be conducting one-on-one base visits. 2009 Regular Legislative Session – Budget presented to Governor must act by 5/30/2009 MBP - $150,000 DRG - $250,000 DIG - $500,000 HB 7123 – would create the Florida Council on Military Base and Mission Support

  13. HB 7123 –Florida Council on Military Base and Mission Support Sponsored by Rep. Dave Murzin and Sen. Don Gaetz Presented to Governor May 26, 2009 (must act on by 6/10/2009) The mission of the council would be to support and strengthen all U.S. Department of Defense missions and bases in Florida and serve as the liaison between local communities and the Legislature and to maintain and enhance Florida’s defense economy.

HB 7123 –Florida Council on Military Base and Mission Support • The council would be composed of nine members. • Three members appointed by the President of the Senate, one of whom must be a member of the Senate. Of the remaining two appointees, one shall be a representative from a community-based defense support organization and one shall be a retired military general or flag rank officer or an executive officer of a defense contracting firm doing significant business in Florida. • The Speaker of the House of Representatives shall appoint three members to the council in similar fashion including one member of the House of Representatives. • The remaining three council members are appointed by the Governor. These appointees shall include the director or designee of the Office of Tourism, Trade, and Economic Development, the vice-chairperson or designee of Enterprise Florida, Inc., and one discretionary appointee.

  15. HB 7123 –Florida Council on Military Base and Mission Support • Additionally: • The Office of Tourism, Trade and Economic Development would provide administrative support to the council. • The Secretary or a designee of the Department of Community Affairs, the Department of Environmental Protection, and the Department of Transportation would be required to attend all council meetings and supply assistance and information to the council upon request. • The council would be required to provide an annual report to the Legislature and the Governor of its activities and the current status of the state’s military bases by January 1 each year.

  16. HB 7123 –Florida Council on Military Base and Mission Support • The council would establish the following workgroups: • The Intrastate Activities Workgroup. The tasks of this workgroup: • o Collect information regarding local communities’ concerns, activities, and supporting their respective military bases; • o Conduct an analysis of the strengths of each military base and share that evaluation with the council and each affected community; • o Conduct an analysis, in partnership with the Florida Defense Alliance and local communities, of the current and any proposed changes to DoD missions, force structure, and alignment; • o Collect and disseminate best-practices information from and to affected communities; • o Ensure that all affected communities and stakeholders are informed of and invited to assist in state-level efforts relating to statewide coordination of information gathering, strategy development, and best-practice sharing; and • o Educate the Legislature regarding the importance of supporting the state’s military bases.

  17. HB 7123 –Florida Council on Military Base and Mission Support • The council would establish the following workgroups: • The Federal Activities Workgroup is tasked with ensuring a council presence at the Pentagon and an ongoing dialogue with key Department of Defense officials; • The Competitive Advantages Workgroup is tasked to research and identify best practices and strategies throughout the country with respect to other military communities in order to leverage the state's competitive advantage. • The Public Communications Workgroup is tasked to increase public awareness of the presence and value of United States military installations and their missions in Florida and public investment in supporting the state's military bases.

  18. HB 7123 –Florida Council on Military Base and Mission Support HB 7123 creating the Florida Council on Military Base Mission Support, if approved by the Governor, will support and enhance the missions of the military installations in the state and the economic impact of the defense economy in Florida. The 20 installations and three unified combatant commands in Florida give our state a unique and vital role in our national defense. Additionally, the defense sector of Florida’s economy is consistently the second or third largest driver of GSP with a $60 billion a year impact. It is important that the state, where it has a role, support the installations and the men and women working at them to maintain our reputation as the most military friendly state in the nation, to guard against the installations in Florida from being closed or from having their resources realigned to other states, and to ensure this important sector of our economy continues to grow.
