In the headline Identity thefts hit residents in region, the definite article the is omitted before residents and region, which is typical of newspaper headlines. Example: I saw the big words in the title that read “Twin Towers” and “New York City”. next

The pronoun it is the formal subject, and that-clause is the real subject clause, where to income modifies rush and so as to discourage buyers serves as an adverbial of purpose.
