  4. Track the Child Intiative • Instructions have been issued to all Child Care institutions. • Training has been imparted to DCPO’S and NGO’s in charge of Children's Homes for using online entries. • 70% of the Homes under IcPS have entered the details online in the National Child Track Format.

  5. Child Welfare Schemes Government Children Homes • Objectives:- • To mainstream the destitute and orphan children and to bring them up as good citizens. • To provide food, shelter, clothing, education and health care to children in a safe and nurturing environment for their all-round growth.

Government Children Homes contd…) • No. of Children’s Home : 27 • No. of Children’s : 5750 (Sanction Strength), 3742 (Present Strength) • Criteria for Admission:- • Orphans and abandoned children who have neither parents nor relatives to look after them. • Children from single parent families where the father / mother has died or is imprisoned or has deserted the family. • Children whose parents are unable to take care of them because of leprosy or mental illness. • Children whose parents are alive but father/mother is severely disabled and the child is looked after by the mother/father. • The annual income of the family of the child is below Rs. 24,000/-

Government Children Homes (contd…) • Educational facilities:- • Educational facilities are provided from 1st to 5th standard in the orphanage itself for the inmates. • The Boys from 6th standard onwards are sent to nearby NGO Homes. • The girls from 6th standard onwards are sent to nearby schools run by Government / Local Bodies. • The Girls continue their stay in these homes up to +2 or till they attain the age of 21. • Feeding Charge : Rs.450/- per child per month

Higher Studies to Ex-inmates of Children’s Home (Rs. 50,000 for professional course & Rs.30,000 each for Degree&Diploma courses. 5. Chappals to Inmates 6. Study Tour of Inmates 7. Educational Tour

CHIEF MINISTER’S GIRL CHILD PROTECTION SCHEME • Introduction:- • The Girl Child Protection Scheme, introduced by the Hon’ble Chief Minister of Tamil Nadu in 1992, is the pioneer of all welfare schemes meant for girl children in the whole country which ensures gender euity in the society.. • Eligibility Criteria:- • Family having one girl child or two girl children without a male child. • Either of the parents should have undergone sterilization before 35 years of age. • Family should be a domicile of Tamil Nadu for a period of 10 years • Scheme-I Annual income below Rs.50,000/- and should apply within 3 years from the • date of birth of girl child. • Scheme-II Annual income below Rs.24,000/- and should apply within 3 years from the • date of birth of second girl child.

  11. Allocation from 2001 to 2012 and Beneficiaries:- • Rs.655.71 crores • 4.31 lakhs girl children benefited. For the year 2012-13 Rs.105 crores have been given. Achievement – Female Literacy Rate:- As Special Initiative scheme extended to Srilankan Tamil Refugees:- • Scheme–I:- 22 girl children (Dindigul-4, Erode-16 and Kanyakumari-2) have been benefited. • Scheme–II:- 61 girl children have been benefited under the new initiative i.e., Rs.25,000/-.

Cradle Baby Scheme and Adoption Programme 12 Objectives:- • To eradicate female infanticide and to save the girl children from the clutches of death. • To prevent institutionalization of children and promoting the upbringing of a child in a congenial family environment through adoption. Present Scenario:- • The scheme was introduced in 1992 • First reception centre in 1992 - Salem • Reception started in 2001 - Madurai, Theni, Dindugal and Dharmapuri. • Reception started in 2011 - Cuddalore, Ariyalur, Perambalur, Villupuram and Tiruvannamalai • These Reception centres are provided with sufficient staffs and infrastructure facilities including life saving drugs, first aid kit, telephone, refrigerator, incubator, medical equipments and with ample number of kitchen utensils for feeding the babies. Children rescued under this scheme:- • From October 1992 to 30.09.2012 4092 (Male-660, Female-3432) children have been rescued by this scheme.

Impact of the Scheme:- It is pertinent to note that in the following five districts where the Cradle Baby Scheme has been in operation, the Child Sex Ratio has shown a very positive trend as follows. • The overall Child Sex Ratio of Tamil Nadu which was 942 per 1000 males during 2001 has increased to 946 during 2011.

  14. 14 Rehabilitation of Cradle Babies through Adoption Programme:- • The children received in these Reception Centres are handed over to 15 licensed adoption agencies to rehabilitate under adoption programme. • Apart from cradle baby scheme, through various other sources like child line, police, general public, hospitals, direct surrender etc., babies are enrolled under adoption programme. • The differently abled kids, who cannot be rehabilitated under adoption programme are handed over to 4 specialized agencies for care and protection. So far, 89 such babies are taken care with help of Government grants.

  15. 15 • STATE ADOPTION RESOURCE AGENCY (SARA) SARA is intended to support CARA in promoting in-country adoption and regulating inter-country adoption. SARA is to coordinate, monitor and develop the work of adoption and render secretarial and administrative assistance to the State Adoption Advisory Committee. As per ICPS norms, the funding pattern for SARA is 75:25 between Centre & State respectively. SARA has been constituted in the Directorate of Social Welfare on 30/08/2012. 2. SPECIALIZED ADOPTION AGENCY (SAA) In Tamil Nadu 15 Specialized Adoption Agencies have been permitted to do in-country adoption programme. Out of which 5 agencies are permitted to do inter-country for the placement of orphaned, abandoned or surrendered children for adoption in accordance with the provision of various guidelines for adoption issued from time to time by this Government or CARA, New Delhi. These 15 adoption agencies are situated in Chennai-2, Kancheepuram-2, Salem-2, Madurai-2, and one in each districts of Krishnagiri, Coimbatore Tiruchirapalli, Thoothukudi, Dindigul, Tirunelveli and Vellore.

  16. Adoption Recommendation Committee • Adoption recommendation committee has been formed on 20.12.12. • Director of Social Welfare,a Psychiatrist and Program Manager SARA are the members of this committee. • All the Dossiers sent by RIPA are scrutinized and sent to CARA.

  17. State Advisory Committee Meeting • The meeting was held on 21.12.2012 in the Secretariat of Tamilnadu. The following issues were discussed. • Short Stay Homes run by Adoption Agencies. • Adoption issues related to children born through Surrogacy. • Adoption by Transgenders. • Role of the health department dealing with the abandoned children • All Adoption Agencies have to nominate a legal representative. • Speed up the process of certification of an abandoned child without residential proof by Child Welfare Committee. • IEC Activities. • Streamlining the license renewal of the Adoption Agencies.

  18. 18 Registration of all child care homes under Juvenile Justice (Care and Protection of Children) Act 2000 as Amended in 2006 • To streamline the activities of all child care homes and to weed-out the ineligible institution, instructions have been issued by all the District Collectors through news papers to register the homes under section 34(3) of Juvenile Justice (Care and Protection of Children) Act 2000 as Amended in 2006. The Prohibition of Child Marriage Act – 2006 To ensure that child marriage is eradicated from within the society, the Government of India enacted the Prohibition of Child Marriage Act, 2006 replacing the earlier legislation of Child Marriage Restraint Act, 1929. The District Social Welfare Officers have been appointed as Child Marriage Prohibition Officer of the district concerned. From 2008 to 30.09.2012, around 516 child marriages has been stopped. The following District of Ariyalur, Perambalur, Krishnagiri ,Dharmapuri more incidence of child marriages are reported., Awareness programmes are held In co-ordination with UNICEF and preventive measures are taken by the CMPO, 19

Grants to NGO run Homes • No. of Children homes run by NGOs with State Government grant :171 • Sanctioned Children strength : 13485 • Actual children benefitted : 11962 • A rationalised staff pattern has been applied for the institution having strength below 25 children and provided a grant of Rs.6.60 lakhs per annum. • The institution having more then 25 children are covered under 50 children norms • All these children homes are covered under ICPS
