Workforce Investment System • In new global economy, a system must exist to help workers to navigate their way, not only to their next job, but also to their next career • The system must not only help workers to navigate on a career path, but also to participate in “lifelong learning” activities • In our community, the workforce investment system is called “HempsteadWorks.”

  7. HempsteadWorks • HempsteadWorks is a “One-Stop System,” established by the Town of Hempstead under the federal Workforce Investment Act of 1998 • The focal point of this System is our full service career center, located at the Hempstead Executive Plaza

  8. Vision Our vision for the future is one of unprecedented economic prosperity, growth and opportunity for businesses and citizens, along with realization of the highest quality of life attainable.

  10. The Modern Labor Market According to the U.S. Department of Labor: "The labor market is being affected by new technology and cultural changes in the workplace. For the most part, employers are more interested in a job applicant's skills than in their education, experience or accomplishments.”

The Modern Labor Market “These Skills include: • Basic skills, such as reading and math • Ability to communicate well, both verbally and in writing • Leadership qualities • Temperament for working in teams • Ability to make critical decisions • Word processing, basic computer software and office machine technology • Customer satisfaction."

The Modern Workplace (continued) • Many employers measure these skills early on in the screening process • Number of high skilled jobs exceeds the number of individuals with the knowledge and skills to fill those jobs • The high tech workplace is combining with the global economy to create increased competition for the relatively small number of lower and unskilled openings • The best prepared applicants will land jobs and move up career ladders

  16. Employers are always looking for the right person to do the job. Unlike other job banks, your resume is only made available to registered employers authorized by the Department of Labor. If you have an e-mail address, check the box “Post My Resume as Confidential” and you control how much personal information is shared.

Town of Hempstead Department of Occupational Resources (DOOR) • DOOR is a municipal department of the Town of Hempstead • DOOR administers federally funded grants that benefit employers and jobseekers • These grants are administered under the auspices of the U.S. and New York State Departments of Labor

Core Services (continued) • Information regarding Unemployment Insurance Benefits, including the process for filing claims and answers to inquiries regarding existing claims • Information regarding education, training, employment and tax credit programs •  Referral to local supportive services • Use of a “Resource Room,” that includes personal computers, job banks, a career library, photocopier, fax machine, telephone banks, etc.

  22. Core Services Eligibility Requirements for Adults and Dislocated Workers • Individuals must be age 18 over and meet the requirements the WIA category of service they are applying for (see categories below) and provide the required documentation

  25. Intensive Services • Assessment of skill levels and service needs through testing, tools and in-depth interviews • Career counseling • Development of an Individual Employment Plan • Career Workshop Series for Resume Writing, Interviewing Skills, etc, • Microsoft Office Skills Training, etc.

  26. Intensive Services Self-Sufficiency Eligibility Documentation for Adults and Dislocated Workers • Proof of Address • Proof of Family Size and Income • Public Assistance Award Letter, if applicable • Proof wage earned from Dislocated Worker Qualifying Job and current wage (if applicable)

Intensive Services Criteria • Unemployed and are unable to obtain employment through WIA Core Services; and • Determined by DOOR to be in need of WIA Intensive Services in order to obtain employment; or • Employed, but determined by DOOR to be in need of WIA Intensive Services in order to obtain or retain employment that allows for “self-sufficiency.”

Training Services Criteria WIA Training Services may be provided by DOOR, based upon the availability of funding, to Town of Hempstead/City of Long Beach residents, age 18 and over, who both qualify for and require assistance beyond WIA Core and Intensive Services and who meet federal and state guidelines for the categories described below: • Adult needing to obtain self-sufficiency • Dislocated Worker

  30. Youth Services • Objective assessment •  Development of an individual service strategy •  Tutoring •  Study skills training •  Alternative school • Summer employment linked to academic and occupational learning •  Work experience •  Internship

  31. Youth Services (continued) • Occupational skill training •  Leadership development activities •  Community service •  Peer centered activities •  Supportive services •  Adult mentoring •  Follow-up services •  Guidance and counseling •  Drug and alcohol abuse counseling; and •  Referral

  32. Youth Services Criteria  (a)Age 14 through 21 (b)Low income, as defined in WIA Sec. 101 (25); and (c)Within one or more of the following categories: 1. Deficient in basic literacy skills 2. School Dropout 3. Homeless, runaway, or foster child; 4. Pregnant or parenting; 5. Offender; or 6. An individual (including a youth with a disability) who requires additional assistance to complete an education program, or to secure and hold employment.
