Introduction • 29 mars 2004: Official Political decision by « Pays de Montbéliard » inter-city Council to begin Montbéliard Radiation Protection Pilot Projectin Montbéliard Area. • No nuclear industries or activities around this region, thus this decision is a very hard political local position. • Numerous actors are playing to develop this project: - in the region: Elect, territorial officials, academics, physicians, responsibles of scientific culture , habitat responsibles, members of associations, teachers, .. and people - national intitutions: CEPN, IRSN, DGSNR, SFRP, SFPM, AREVA, EDF, CEA, ANDRA,…

Pays de Montbéliard (1) • Pays de Montbéliard : • 125 000 inhabitants • Birthplace of “PEUGEOT Industry” • Many plants for car industry • hospital with 1550 places • One classic University: Université de Franche-Comté • One Ingenior high School: Université de Technologie de Belfort-Montbéliard

Pays de Montbéliard (2) • La Communauté d’Agglomération du Pays de Montbéliard : • Pays de Montbéliard Community Council • (CAPM) • 29 communes (from village to city) • 68 members of the Pays de Montbéliard Council • Numerous Competences • Economical and social, • Environment and Wastes, • Hospital and health survey, • Salubrity in population dwellings • Development of technique and high education formation, • Promotion of Scientific and Technique Culture Education for all inhabitants, • …..

Montbéliard Radiation Protection Pilot Project • Objectives : • In the exercise of its competence concerning protection of the environment and the condition of life : to contribute to explain and give means for population to understand nuclear problem and radioprotection in their daily life. • To favor the development at Montbéliard of a specific pole with competence in the field of radioprotection in bond with population . • Methodology : • Projet Inter-disciplinary and with local, national and international partenaries; • Integrated Project : - health and hazard risks in hospital (diagnostic, treatment,…), natural (radon,..) and industrial pollutant origins • Project turned to the implication of all actors and the durable development • Local Responsible in the CAPM to manage all actors of project

Nuclear medicine service in hospital(1) • Hospital de Belfort Montbéliard : • Medical examinations et radiotherapy • 2 radiotherapy services • 3 high energy accelerators • 1 scanner • New methodology to develop interface between medical world and population • Collaboration very strong between hospital and laboratory in the university to develop the increasing of health treatment by modelisation of processing during radiation ionizing utilization

Nuclear medicine service in hospital(2) • Hospital de Belfort Montbéliard : • Participation in the Projet • Application of the new French regulation in the nuclear services Development of Quality actions for the radioprotection of medical workers, patients and the management of radioactive wastes in the context of new regulation • Cooperation with the authorities and the public experts • Creation of a task force with stakeholders in and around the hospital (authority, expert, patients,..) to develop a framework for new equipment implantation and utilization. • Radioprotection for patients • Principle of justification for medical actions (act) that has also to be shared by the totality of the local medical staff and the patient. It is therefore wished to commit the work by an evaluation of doses received by patient.

University formations(1) • Development of new formations for students and workers (improvement) • University of Franche-comté (UFC) : • Bachelor (licence professionnelle) « dosimetry-radioprotection » • Formation basée sur •  University of Technology Belfort-Montbéliard (UTBM) : • Master « management of quality and risks »

  11. Action IV. Radon Regional collaboration to define a pilot project to analyse radon risks In the Pays de Montbeliard • Methodology: • Each people of the population in the CAPM could ask the board for salubrity in home to analyze radon. • Measurement are performed by Nuclear track detectors (LR115-Dosirad) that it put in place in home by a agreed technician which could explain the radon risks and the measure for population. • After Radon determination, results are analyzed by scientists and if some higher values has been measured CAPM habitat service try to find some responses to reduce the radon level. • For remediation of dwellings the financial aspect could be studied by CAPM to determine a financial help (many percent) to help owner.

  12. Action V. Plan of safeguards Project piloted by CAPM : Determination of risk maps to define on a area around Montbeliard community (French law of 13 august 2004) • Determination of old plants with industrial wastes that could be a hazard risk for population • Definition of methodology to actions if risks appear • Work to define also the Rehabilitation of dangerous site • Communication with population to present “plan of safeguards” and actions to do in case of accidental events

  13. Conclusions • Now, Montbéliard Radiation Protection Pilot Project is beginning. • Many actors from national and regional council are helping to carry out these different actions • Different financial supports have been obtained • 2006, preliminary results and open discussion with different future European partners to increase the impact of project.
