  1. Prepared by: NMDOT Transportation Planning and Safety DivisionJanuary 22, 2014 Project Certification Committee Closeout RequestNM Statewide Traffic Records System Data Center ProjectEric Roybal, Acting NMDOT CIONM Department of Transportation Michael Sandoval, Program Director NM Department of Transportation, Transportation Planning and Safety Division

  2. STRS Data Center: Original Vision • Provide multiple agencies with the possibilities of linking traffic data systems that contain crash, citation, DWI, justice, driver, roadway, medical and economic data. • Improve the compatibility and interoperability of state data systems with national data systems and other states. • Enhance the ability to observe and analyze national, state, local, and tribal trends in traffic related occurrences, rates, outcomes, and circumstances, in accordance with national initiatives.

  3. Certification and Appropriation History

  4. STRS Data Center: Planned Lifecycle

  5. STRS DC – Reasons for Closeout While the objectives of the STRS-DC remain the Department’s long-term goals, that global strategy is being replaced with a series of more modular projects for the following reasons: • Limited Resources • Limited Staffing • Better Alignment with Federal Funding Appropriations • Inclusion in the Traffic Records strategic planning for transition to the e-citation project

  6. Lessons Learned for Future Projects • Improve Customer Service: Capture traffic records data to improve the quality, accuracy, integrity, timeliness, completeness, consistency and accessibility for law enforcement, state and federal agencies and the public. • Enhance systems capacity for operations and data sharing: Each individual agency system must be ready to capture and store electronic records data. NM Agencies must be able to share traffic records data and perform statistical analysis. • Planning for Systems Integration: More planning work is needed to prepare electronic interfaces for the cross-agency data exchange: Law Enforcement Agencies (LEAs) to their own Records Management Systems; LEAs to the Courts; LEAs to the Motor Vehicle Division; and LEAs to NMDOT. • Granularity of Measureable Outcomes: Each subsystem within the Project needs to be designed with objective success metrics.
