  4. EDA Appropriation Levels

  5. 1993 – 2007 EDA Support forBRAC/Defense Adjustment • $ 489 million in support for communities with base closures/realignments. • $ 194 million in support for communities impacted by defense contract reductions.

  6. EDA grants at BRAC sites have generally required… • Award within 5 years of “flag down” • Redevelopment plan in place • Site control • Local match of 25 percent* of project cost • Leveraging new private investment and jobs • Project be completed within 5 years * Currently required match would be 50 percent.

How EDA grants have supported base redevelopments/realignments… • Strategic plans • Redevelopment planning • Infrastructure construction • roads / rail access • water & sewer systems • Business incubators / tech incubators • Technology parks / industrial parks • Marketing centers • Building demolitions / renovations

  12. EDA in 2011 • EDA reauthorization held up in Senate last month. • Currently, no special appropriation for defense adjustment. (Requests are competitively evaluated with non-defense requests.) • EDA funding priorities emphasize innovation industry clusters and entrepreneurship. • Greater emphasis on collaboration among federal agencies. • Funding for special initiatives. • Streamlined grant process - four funding cycles per year. • House Appropriations Committee Report: $258m for FY 2012 ($26 million below FY 2011).
