Challenges for S/W Intensive IT Programs Mgt and Governance of Joint Programs Need Unity of Command and Effort Alignment of the Joint Program and the Service Efforts Development, Implementation, and POM synchronization Example: NECC and AOC WS Congressional Staffers and HQs don’t always understand need for both DoD / Congressional support Without strong COCOM IPLs and other support, expect funding cuts T&E and Certification & Accreditation timelines Milestone B – Key challenges Technology Readiness Assessment (TRA) 2366A legislation requires DDR&E to sign off on TRA for MDAPs Independent Cost Estimate (ICE) CAIG has no historical cost data for SOA as basis for ICE Business model for industry & Govt -- “a paradigm shift” Priorities are adopt/leverage first, wrap/adapt next, and develop last
